Each year, the City updates the mileage in its entire street system and certifies this
information, to the Municipal State Aid District Engineer. Through a formula, each City is
allocated a certain number of miles to designate as Municipal State Aid Streets which
makes that street eligible for receiving MSA funds for construction and maintenance.
The past two years development within Rosemount has added approximately 2.3 miles
to our system, resulting in an additional 0.99 miles which can be added to our MSA
system.
With Council's authorization, Staff will submit to MNDOT for approval the following
streets which will be added to the MSA system; both are non-existent frontage roads
along Trunk Highway 52, from 140th Street to CSAH 42.
• Clark Road (TH 52 west frontage road) (length 2,613')
• Conley Avenue (TH 52 east frontage road) (length 2,613')
Staff feels that these roads will be an important cog in the development of this area, and
should be designated as MSA streets.
A brief overview of the MSA designation will be presented to the Council at the meeting.
Staff recommends the motion stated.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION ESTABLISHING MUNICIPAL
STATE-AID STREETS: CLARK ROAD FROM 140TH STREET EAST TO CSAH 42 AND
CONLEY AVENUE FROM 140TH STREET EAST TO CSAH 42.

A RESOLUTION ESTABLISHING MUNICIPAL STATE-AID STREETS:
CLARK ROAD FROM 140TH STREET EAST TO CSAH 42 AND
CONLEY AVENUE FROM 140TH STREET EAST TO CSAH 42
WHEREAS, it appears to the City Councii of the City of Rosemount that the streets
hereinafter described should be designated as Municipal State-Aid streets under the
provisions of Minnesota Law.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the
roadways described as follows, to-wit:
• Clark Road from 140th Street East to CSAH 42
• Conley Avenue from 140th Street East to CSAH 42
be, and hereby are established, located and designated Municipal State-Aid streets of said
City subject to the approval of the Commissioner of Transportation of the State of
Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward
two certified copies of this resolution to the Commissioner of Transportation for his
consideration, and that upon his app�oval of the designation of said streets or portions
thereof, that same be constructed, improved and maintained as Municipal State-Aid streets
of the City of Rosemount, as the following Municipal State-Aid streets:
• Clark Road from 140th Street East to CSAH 42
• Conley Avenue from 140th Street East to CSAH 42
