The City received a petition and waiver agreement for public improvements in the
proposed McNamara Addition on March 18, 1997 and also ordered the Feasibility Report
preparation at that time. Attached is the Executive Summary from the Feasibility Report
which addresses the public improvements necessary to provide City services for the
McNamara Addition.
Total estimated project cost is 5495,000. The project includes the construction of
sanitary sewer from Claret Avenue northwesterly through a future multiple family site,
then northerly to the proposed Walgreens site. The project includes approximately 350'
of trunk watermain and extension of 151 st Street easterly of Shannon Parkway. The
project also includes storm drain facilities which will provide drainage for the proposed
Walgreens site and areas to the south. Also included are improvements to Shannon
Parkway to accommodate the driveway entrartce into the Walgreens site, and 151 st
Street.
The proposed schedule is also attached which shows that the project could be completed '
by mid-summe�.
The alignment of the sanitary sewer and storm drain through the future muttiple family
area will have to be coordinated with the developer and could effect the project
schedule.
Staff recommends that Council take the action as described.

APPROVAL AND ORDERING THE PREPARATION OF '
PLANS AND SPECIFICATIONS FOR THE
McNAMARA ADDITION STREET AND UTILITY IMPROVEMENTS
CITY PROJECT #282
WHEREAS, pursuant to the resolutions of the Council adopted on March 18, 1997, a report
has been prepared by the City Engineer with reference to the improvement of McNamara
Addition Street & Utility Improvements, City Project #282, and this report was received by
the Council on April 15, 1997, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA:
1. The Council will consider the improvements in accordance with the report and the
assessment of abutting property for all or a portion of the cost of the improvements
pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the
improvements of 5495,000.
2. Such improvements are hereby ordered as proposed pursuant to a petition of affected
property owners.
3. The City Engineer is hereby ordered to prepare plans and specification for the making
of such improvements.

City Project No. 282 provides for the construction of st�'eets, utilities and appurtenant
improvements for a�proposed seven-acre commercial development located in the
southeast quadrant of County Road (CR) 42 and Shannon Park-�vay. The propased
development consists of t�uee commercial lots and is the first phase of aii 80-acre
development. The proposed improvements include the constr-uctian of 350 feet of
151st Street east of Shannan Paxkway as a 40-foot wide urban street cansistin� of
bitusninous pavemen� surmauntable cancrere curb and gutter, and fve-foot concrete
sidewalks on both sides of the s�eet.
Shannon Par�Cway impravements include construction of a raised concr�ie median,
widening of the str�et to the east ta accommodate the median and stnping �f turn
lanes. Stnping of turn lanes north of CR 42 ro line up with the south side of
trSAH �2 is also included_
The utiliry impravements include the c�nstruction af lateral sanitary sewer watennain
and storm sewer systems.
The estimated total project cost is �495,000, which includes a 10% contingency and
30%indirect c�sts. Funding for the project is provided fi om special assessments to
the benefittin�; properties, along with a contriburion from the City of Rasemount's
Water Core Fund.
The propased improvements can be completed, incluc�in� the Frst lift of bitun�inous
and aIl restoration items, in 1997. The final lift of bituminc�us is proposed to be
installed in 1998, hawever, the project is proposed to be assessed in 1997.
This pro}ect is feasible, necessary, and cost-effective fram a.ri en�ineering standpoint
and should bc constructe�i as proposed herein.
