Rosemount is currently undertaking a Board of Soil and Water Resources (BWSR) grant
sponsored Comprehensive Wetland Plan as per City Council action of June 18,1996. An
important part of this process is public input to establish a set of community based
priorities or a value system for individual or groups of wetlands to serve as a basis for
focusing water resource enhancement projects and guiding development activity. BWSR
and Staff recommend that this public participation be in the form of a Wetland Planning
Task Force.
When complete the value criteria and prioritization will be used to construct a plan for
management of Rosemount's wetlands and surface waters that will aim to enhance
surface water functions and benefi#s to the community at large. It will consider the
public values, the City's Storm Water Plan, long range development goals, and the
Wetland Conservation Act of 1996. The plan will designate wetland priorities and define
the City's long range goals for water quality and benefit. The role of the Task Force
would be to represent the communities values in terms of wetlands and surface water
resources.
We propose that the Task Force consist of two members from each of the Commissions,
Planning, Utility, and Parks. Tim Brown, Water Resource Coordinator, will be Staff's lead
person for this Task Force. Committee meetings would be held once per month for one
year. Meetings will be scheduled during evening hours. With Council's authorization,
Staff will request two volunteers from each Commission to form the Wetland Planning
Task Force.
RECOMMENDED ACTION: Motion to authorize the creation and function of a Wetland
Planning Task Force. ,
