EXECUTIVE SUMMARY FOR DISCUSSION
,
COMMITTEE OF THE WHOLE
DATE: AUGUST 18, 1997
AGENDA ITEM: POLICE CHIEF HIRING PROCESS AGENDA NO.
PREPARED BY: THOMAS D. BURT, ADMINISTRATOR
ATTACHMENTS: PDI PROPOSAL
Since our last Committee of the Whole meeting, staff has received a proposal from Personnel Decisions, Inc.
In their proposal, they are recommending that city staff advertise and recruit candidates and then PDI would
assist with reviewing applications and resumes, screening, and assessing candidates. They would also meet
with Council and other key individuals to determine the skills and abilities required for Rosemount's next police
chief. I recommend the interview process of having a police chief from another community on an interview
panel, the city's prosecuting attorney and a representative from our business community. A second interview
would be conducted by me and interested members of the counciL
After further review of their proposal, staff recommends that Council hire PDI as our consultant for this
process. Their in-depth assessment process would be very valuable in finding the ideal candidate who is best
suited for Rosemount and the police department.
My desire in using this type of process is to find a qualified candidate. It is my goal to hire a person who wants
to be an active member of the community and has strong management and people skills to make appropriate
changes.
