Minutes of June 16, 1997 Committee of the Whole Meeting = ROSEMOUNT CITY PROCEEDINGS �'��:� �_ � � COMMITI'EE OF THE WHOLE JUNE 1b, 1997 �_ ' Pursuant to due call and notice thereof, Mayor Busho called the June 16, I997 Committee of the Whole Meeting to order at 6:30 p.m. All members of the City Council were present. Staff members present were City Administrator Burt, Assistant to Administrator Walsh, Public Works Director Osmundson and Fire Chief Aker. A. U of M Development: Dr. Richard Levins, Professor of Applied Economics and Coordinator for Planning and Programming at the Agricultural Experiment Station provided an overview of programs proposed for the Rosemount Agricultural Experiment Station. Emphasis will also be given to expanding their core research and education programs. Dr. Levins acknowledged the importance of the input received from members of the Rosemount Advisory Council and city staff and continued communication with the City Council. City Council and Dr. Levins agreed that many of the proposed programs would involve collaborative efforts between the City and the University of Minnesota. B. County Commissioner Will Brannin�: Commissioner Branning provided an update on the following county projects: received right-of-way agreement from U of M for CR46; Pilot Knob Road traffic light; Cedar Avenue update and transit hub in Apple Va11ey. Commissioner Branning complemented council and staff on the family resource center and noted that Rosemount is the only city in Dakota County to bring services to people in need. . C. North Central Sanitary Sewer System: Public Works Director Osmundson reviewed with �, Council a study for providing sanitary sewer service to an area generally described within a �', boundary of Highway 3, the Eagan border on the north, a line parallel to one and one-half mile ', east of Bacardi Avenue on the east and CR 38 on the south. The area was evaluated to provide the city with a plan to provide sanitary sewer to the entire area or to isolated pockets where septic systems are failing or may fail in the future. It would be very expensive to provide service to these areas, and Council expressed concerns regarding the high cost for residents and the city, It was also noted that providing infrastructure to this area could change the land use. Council concurred sanitary sewer may have to be provided to these areas and the study will be a valuable tool for assessing sanitary sewer needs in the ne�year or two or when the need is identified. . D. Transit Tax Lew: Council unanimously agreed the city should not levy this tax for the year 1998. E. Hiring of Firefi hg ters: City Administrator Burt reviewed the funding requirements for hiring nine fire department employees in 1997. Council agreed nine should be hired this year, and none in 1998. F. Housing Discussion: Council discussed future housing development in Rosemount. Concerns were expressed by members of the Council about the number of town homes being built in the City. It was the consensus of the Council that multi-family homes should be approved on a limited basis and that the Council wanted to see more development with single family homes only. Council specifically discussed the CMC Heartland site plan. Although concerns were expressed from the Council regarding the multi-family housing in the idea plan, there was a consensus that the developers could go with the concept plan they had previously presented. Fire Department Personnel Policv& Qrdinance: Staff discussed the final draft of the proposed personnel policy for fire department employees. Council reviewed with staff a letter received from one of the firefighters concerning certain language in the policy and his request to delay approval of the policy. Council agreed the policy should be approved at this time. H. Hiring Procedure of New Police Chief City Administrator Burt advised Council that he had received a formal resignation of Police Chief Knutsen who will retire on January 2, 1998. Burt reviewed a recommended process by using the Brimeyer Group. Council requested that this matter be continued further at the July 1997 Committee of the Whole meeting.
