This project consists of an extension of sanitary sewer from an existing manhole northeast of Mr. Willner's home and extending it to the south approximately 410'. This sewer would then provide service to Mr. Willner's property and Mr. Todd Franz's property just south of Mr. Willner's. The total cost of the project is approximately 526,000 of which Staff is recommending ', that 514,800 be assessed to the two benefiting properties. The Sanitary Sewer Core ' Fund would pick up the remaining cost. The Utility Commission recommended the ' project be constructed as described in the Feasibility Report. Staff recommends that the project be constructed to provide sewer to these two parcels and that we follow the process of assessing the project prior to construction. The project will be delayed for sometime as we have to acquire easements from the parent company of the Rosemount Woods Mobile Home Court. COUNCIL ACTION: 1 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997 - A RESOlUT10N FOR THE APPROVAL AND ORDERING THE PREPARATION ' OF PLANS AND SPECIFICATIONS FOR THE ' WILLNER SANITARY SEWER IMPROVEMENTS !, CITY PROJECT #281 ' WHEREAS, the City Council of the City of Rosemount ordered a feasibility report for the Willner Sanitary Sewer Improvements, City Project #281; and ', WHEREAS, the City Council has received and accepted the Feasibility Report on March 18, I� 1997 for City Project #281; and WHEREAS, the City Council ordered and held a public hearing on Aprii 1, 1997 to receive input of this project. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the Willner Sanitary Sewer Improvements, City Project #281 . BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project No. 281 . Litterer Date: March 18, 1997 E!T No. 11078 City Projec!No.281 Pa9�� 1 EXECUTIVE SUMMARY The Wiiiner Sanitary Sewer Improvement, City Project No. 281 consists of extending sanitary sewer service to from 13898 South Robert Trail (east of the Community Center) to 13930 and 13940 South Robert Traii. This Feasibility Report proposes the construction of approximately 410 �ineai Feet of S" PVC sanitary sewer. The total estimated cost of the project is approximately �26,100. Funding for the project will come from assessments to the benefited p�operties and the �, Sanitary Sewer Core Fund. '�, The project construction couid be completed in the summer of 1997 with the assessment ' hearing in the fall of 1997. The proposed improvement is `easible, necessary and cost-effective from an engineering standpoint, and is best made as proposed and not in connection with some other improvement. 2 INTRODUCTION 2.1 Authorizafion -On February 18, 1997 the Rosemount City Council autho�ized the preparation of an Enginesring Feasibiiity Report for the Willner Sanitary Sewer Improvement Project. This project has been designated as City Project No. 281. 2.2 Scope -The project provides for the installation of sanitary sewer from the existing manhole near the no�theasterly comer of the property at 13898 South Robert Trail (east of the Community Center and TH 3) southerly along the easterly property lines � of 13898, 13930, and 13940 South Robert Trail for about 410 . of this re ort - Inforrnation and materials used in the re aration p 2.3 Data Available P P include the following: • City of Rosemount Record P1ans s Dakota County '/z Section Maps • SEH Letter, Armory Sanitary Sewer; August 28, 1992 • Field Observations of the Area 3 GENERAL BACKGROUND 3.1 Project Location - The project is located along the easteriy property lines of 13898, 13930, and 13940 South Robert Trail which is across the road from the Community Center. The entire project is within the south '/2 of Seciion 20. A project location map is in the Appendix of this report. City Project No. 281 Page 1 3.2 Project Zo�ing -The lot at 13930 South Robert Trail is zoned agricuiture (AG) and the lot at 13940 South Robert Trail is zoned Community Commercial (GZ). 3.3 Project History - On Febn�ary 4, 1997 Stephen Wiilner at 13930 petitioned for City sanitary sewer service. He has a failing septic system on a lot occupying about 30,000 s.f. (0.69 acres). 3.4 Existing Conditions - In 1993 sanitary sewer was brought within about 150' of the property at 13930 South Robert Trail as part of the pubiic improvements for the Community Center/National Guard Facility. A map in the appendix shows the existing conditions. 4 PROPOSEDIMPROVEMENTS 4.1 Sanitary Sewer - An 8" sanitary sewer is proposed to run southerly from the existing manhole near the northeasteriy property comer of 13898 South Robert Trail for about 410' to a proposed manhole centered on the easterly property line of 13940 South Robert Trail. Sewer service stubs will be installed to serve the prope�ties at 13930 and 13940 South Robert Trail. A map in the appendix shows the proposed improvement. 4.2 Private Utifities - Private utility campanies�nriil be contacted before digging in the vicinity. No conflicts with private utilities are expected. 4.3 Right-of-way and Easements -The sanitary sewer is proposed to be constructed on property owned by the CP Limited Partnership (trailer park owners). A peRnanent and temporary easement will have to be obtained from the CP Limited Partnership. 4.4 Permits/Approvals - Permits will be needed f�om the Minnesota Pollution Control Agency and the Metropoiitan Council - Environmental Services Division. 5 FINANClNG 5.1 Cost Estimate - Detailed Cost Estimates can be found in the Appendix of this report. The estimates are based on 1995 and 1996 construction costs and include a 10% contingency factor, all related administrative costs, and estimated easement costs. The administrative costs are estimated at 15% and include legal, engineering, interest and other administrative items. The estimated cost of the sanitary sewer improvement is �26,100. ', City Project No.281 Page 2 'I . � i � I � 5.2 Funding -The funding for the project wiil come from assessments and the Sanitary I Sewer Core Fund. it is proposed to assess both 13930 and 13940 South Robert TraiL ' The Sanitary Sewer Core Fund should be responsibie for $11,300 with the remaining balance assessed to benefitting property. The remaining balance of $14,800 wouid be split between 13930 and 13940 South Robert Trail which equates too �7,400 per lot.
