City staff has reviewed the consultant's recommended upgrades to make city facilities and parks mare
accessible for persons with disabilities. Attached are the priority summaries for city hall, community center,
fire station,maintenance garage and public works facility. In the right margin of the recommended upgrades for
city hall,the community center and the fire station, staff has noted the year(s)we are recommending that the
item be upgraded. The more involved items such as automatic doors or redoing the lower lobby bathrooms
could be started this year,but will more likely be started or finished in 1998.
After reviewing the consultant's priorities, staff decided it made sense to do all the same type of projects at one
time. For example,upgrade all of the parking lot signs at one time or all constnzction projects at one time in
order to receive lower bids on projects and to keep continuity to these upgrades.
Staff has contacted vendors and contractors to do estimates for the upgrades. At this time, we have not received
any final quotes ar bids. Below are very preliminary estimates put together by staff:
• Parking lot signage for buildings $ 250
• Parking lot signage for parks $ 250
• Automatic doors: (1) set at city hall (2) sets at community center $18,000
(National Guard will be asked to pay for east side doors)
• Interior signage $ 200
• Assistive listening kit $ 1,000
• Insulate drain pipes at community center 200 �,

Staff is recommendmg that upgrades to the mamtenance garage and public works buildmg be addressed ,
the expansion of the public works facility occurs. If the expansion project is put on hold, then staff will re- �,
evaluate when the upgrades should be done. I
Accessibility upgrades to playground equipment is scheduled to occur over the next several years. An amount '
of$25,000 has been budgeted in the 1998 CIP for ADA upgrades at Winds Park. ',

City Hall _
General Description:
City Hall is located in a two level building. The building has incorporated offices on the
upper level, and council chambers, break area and police station on the lower level.
Accessibility features incorporated in the building include: an elevator, accessible
parking, 36" wide accessible toilet stalls, etc.
The following summarizes the priority 1, 2 and 3 issues. See the following report for
more detailed information and priority 4 issues.
Priority 1:
�99� -Add signage designating the accessible parking stall where missing at the lower level
lot.
/qq7 - Provide a"van accessible" parking stall at the upper and lower parking lots.
/998 -Provide a crosswalk at the lower level pazking lot to wam motorists of the pedestrian
crossing.
19q7—.�995 - It is encouraged that automatic door openers be installed at the main entrance doors.
� /997' - Rearrange the brochures at the upper level lobby to ensure that all types of brochures
aze positioned no higher than 54" above the ground.
��j�j'f—��I9B -Position an object to eliminate the protruding hazard associated with the underside of
the stairs.
/q97—I9�IFf- Provide easy to operate accessible door hazdware at the door leading to the emergency
communication compartment.
1997'�9'9f�- Upgrade the lower level south toilet rooms.
/�T97-/99p - Provide an assitive listening kit within the council chambers. Provide signage
, indicating an assistive listening kit is available.
1497 - Provide a TDD within the building. Ensure signage is provided directing persons to
the TDD.
Priority 2:
f�sj� - Provide accessible door hardw•are at typical office areas that may receive public use.
Priority 3:
- If permanent room identification is provided, ensure that the signage is raised and
Braille.
