ITE�� # � � PREPARED BY: Rick Pearson, City Planner ATTACHMENTS: Current Standards and comparison with other cities. / Planning Staff have been discussing potential enhancements to the housing standards in the zoning ordinance. The issue originated with an internal discussion of the minimum single family requirements expected of the approved Hampton concept compared with the subsequent proposal that was approved. The need for enhancements to R-2,R-3 and R-4 districts is also apparent in light of the Town& Country project review process. The focus of the enhancements includes dwelling unit finished square footage minimums for living space and, explicit garage and storage requirements. Other standards may include private recreational amenities, linked open I green space beyond the usual setback requirements and increased landscaping. A comparison of other cities standards is being assembled for discussion. Inver Grove Heights, for example has a very sophisticated series of standards for town houses that may provide useful examples. Outside forces such as "Livable Communities" and market pressure will continue to influence development proposals. Standards can also control the ratio of units that might have affordable features such as single car garages for example. Buildings without basements may actually be desirable due to certain conditions such as a high water table or irrelevant for a disabled homeowner. In addition,the building industry is providing homebuilders more options that meet higher design standards such as metal roofs. RECOMMENDED ACTION NOTES: . livin u • n_n �n 4a\ � 4.15: SINGLE-F�tiIILY DWELLING REQUIRE�IENTS: All single-family detached dwellings shall be constructed according to the following minimum standards: A All dwellings shall have a minimum width of twenty-four feet (24'). B. All dwellings shall have a permanent Gost-free foundation as defined by the applicable building code. Split level, split entry and earth sheltered homes shall be considered to comply with this requirement. C. Main roofs shall have a minimum pitch of 3:12 per definition of the applicable building code. D. Roofs shall be shin�led with asphalt, wood, tiles, sod or other comparable materials as approved by the applicable building code. E. Metal siding, with eYposed panels esceeding sixteen inches (16") in width, shall not be permitted. F. Earth sheltered homes will be permitted on the basis of site conditions, which are conducive to such housing, or in areas where changes to existing ' site conditions are complimentary to the site and adjacent properties and '', the e:cisting character of property and structures in the area. Town House Parkina Requirements. Each town house dwelling unit shall have a minimum of 2-1/2 car parking spaces available for each town house dwelling unit's use. Two (�) enclosed Qarage car parking spaces shall be provided on the town house dwelling unit lot and the remainin� requirements provided for within the overall tow�n house development. The driveway leading to a garaQe may be counted as a parking space provided the driveway is at least 9 ft. x 20 ft. in size. Garaaes and other accessory structures shall be architecturallv compatible in construction and appearance with the main building. A minimum of 1�0 cubic feet of stora�?e space, exclusive of parkin<v space provided, shall be provided within the aara�e. : MEMO Date: September 18, 1997 To: Committee of the Whole From: Community Development Department RE: Housing Zoning Standard Enhancements Community Development department staff has done a survey of Housing Zoning Standard Requirements of several Metro-area cities. The attached table is meant to provide some basis for discussion of enhancements to RosemounYs Housing Zor�ing Standards. In Rosemount today, a single-family dwelling could legally be built in the R-1 District with the following minimum requirements:(See Attached Single-Family Dwelling Requirements) 1. Twenty-four(24} feet by twenty-four(24)feet in size, just 576 square feet of area on a 10,000 square foot lot. 2. There would be a permanent frost-free foundation, but would not be required fio have a basement or cellar. 3. It could have a sod roof with precast concrete or steel curtain walls. 4. There would be one required Overstory boulevard tree, either a six (6) foot coniferous or 2.0-2.5 inch deciduous. Under possible changes to the Zoning Ordinance, a single-fami{y dwelting could be held to the following additional minimum requirements. 1. The dwelling would be a minimum of finrenty-four (24) feet in either direction but would have a minimum gross finished area of 960 square feet above grade prior to issuance of a Certificate of Occupancy. Therefore, a singie-story home would have minimum dimensions of 24' x 40'. 2. Roofs would be shingled with asphalt, wood, tiles, or materials similar in appearance as approved by the applicable building code. 3. Except for earth sheltered homes, any exterior building finish could be required to consist of a combination of the following materials: wood, brick, natural stone, aluminum, steel, or vinyl siding. 4.
