As a review, this proposed project addresses public improvements necessary for approximately 39 acres overall which will result in approximately 104 single family and twin homes in the area generally described as the northwest quarter of Chippendale Avenue and 160th Street. This last week we have discussed the phasing with the developer. The developer desires to construct Phase 1 which we have estimated in the Feasibility Report to cost approximately 5902,000. The area to be assessed includes part of the Shannon Pond East subdivision, the E. B. McMenomy property and the proposed Geronime Pond Addition. The work to be completed in the Shannon Pond East Addition was planned due to the depth of the sewer in the area. The McMenomy property will be provided sanitary sewer service with this project. There are trunk storm, sanitary sewer and water core fund costs as outlined in the attached Funding Summary which will be constructed for in the first phase. The approximate cost per lot is approximately S 12,600. If the timing of this project is consistent with City policy, the assessment hearing will be held in the fall of 1998 with the assessments appearing on the 1999 property taxes. Staff recommends that Council take the action as described below. EXECUTIVE SUMMARY '� City Project No. 280 provides for the construction of streets, utilities and appurtenant improvements for a proposed 40-acre residential development located in the northwest quadrant of Chippendale Avenue and 160th Street West (future CR 46). The proposed development consists of 101 single-family residential and twin home units, which will be developed in two phases. The proposed improvements include the construction of 4,300 feet of 32-foot wide '', urban streets,consisting of bituminous pavement and surmountable concrete curb and , gutter. Portions of the development will contain concrete sidewalk with connections � to future bituminous pathways. The utility improvements include the construction of trunk and lateral sanitary sewer and watermain systems. Storm drainage facilities include trunk system piping and the construction of a regional storm water pond. The developer plans to grade the entire site including the proposed new alignment of Chippendale Avenue along the east property line of the subdivision. The estimated total project cost and Phase I project cost are$1,393,100 and$901,800, respectively, which include 30% indirect costs. The proposed phasing may be adjusted according to the developer's desires prior to final design. Funding for the project is provided from special assessments to the benefitting properties, along with contributions from the City of Rosemount's appropriate trunk utility funds. Three additional properties adjacent to the project are proposed to be assessed for sanitary ' and water services upon completion of both development phases. The proposed improvements can be completed, including the first lift of bituminous and all restoration items, in 1997. The final lift of bituminous is proposed to be installed in 1998, after which the assessment hearing will be held. ', This project is feasible, necessary, and cost-effective from an engineering standpoint and should be constructed as ro osed herein.
