SUMMARY
Endres Processing,LLC is proposing to develop a 50-60,000 sq. ft.building on property cunently owned by
Pine Bend Development Co. Endres will purchase the property if the project is approved. The property consists
of several parcels which if combined, will amount to appro�mately 54 acres. The platting process combines the
parcels and eliminates interior property boundary lines which cause setback issues with the zoning ordinance
standards and the uniform building code.
The combined property will have a very low intensity of development as a result of city required green space
requirements and river bluff protection which is mandated by the Mississippi River Corridor Critical Overlay
District (MRCC). The standards of MRCC are imposed with the intent ofprotecting the aesthetics and views of
the Mississippi River corridor. It should be noted that industrial development is permitted and expected within
the Urban Diversified District of MRCC of which the Endres site is a part.
As part of the public hearing process, this matter came before the Planning Commission on March 11, 1997, and
was recommended for approval by the Planning Commission, subject to conditions.
RECOMMENDED ACTION: MOTION to Adopt a Resolution Approving the Administrative Plat for
Endres Properties Addition.

A RESOLUTION APPROVING THE ADMIl�TISTRATIVE PLAT
FOR ENDRES PROPERTIES ADDITION
WHEREAS,the Planning Department of the City of Rosemount received an application for
approval of an administrative plat from Endres Processing, LLC, concerning fifty acres of land
between Pine Bend Trail and TH 55 legally desribed as:
That part of the Southwest Quarter of the Northwest Quarter,and of the Southeast Quarter of the Northwest Qusiter,
and of the Northeast Quarter of the Southwest Quarter,Section 20,Township 115,Range 18,lying Northeasterly of the
Northeasterly right of way of State Trunk Highway No.55 and lying Southeasterly of the Southeasterly right of way of
the Chicago and Northwestern Railway Company as per deed of of record,Book 284 of Deeds,pages 414-41?and also
that part of the West one half of the Southwest Quarter of the Northeast Quarter of said Section 20,lying Southerly of
said Chicago and Northwestem Railway Company right of way,and subject to Pine Bend Trail all in Dakota County,
Minnesota.
WHEREAS, on March 11, 1997, the Planning Commission of the City of Rosemount
conducted a public hearing for review of the administrative plat as specified by the Subdivision
Ordinance, and,
WHEREAS,the Planning Commission adopted a motion to recommend approval of the
administrative plat, and, I
WHEREAS, the City Council reviewed the administrative plat with the benefit of the Planning I,
Commission recommendation and discussion.
NOW, THEREFORE, BE IT RESOLVED,that the City Council of the City of Rosemount
hereby approves the administrative plat for Endres Properties Addition subject to:
1. Compliance with the subdivision requirements for easements, GIS fees and Park
Dedication; and,
2. Approval of the Minnesota Department of Transportation as required.
ADOPTED this 18th day of March, 1997 by the City Council of the City of Rosemount.

Public Hearin�: Endres Properties Administrative Plat
Chairman Droste opened the public hearing to hear public testimony regazding the
Administrative Plat of Endres Properties. The recording secretary has placed the Affidavit
of Publication and Affidavit of Mailing and Posting of Public Hearing Notice on file with
the City.
Mr. Pearson reviewed the administrative plat for Endres Properties and addressed the
Mississippi River Corridor and Department of Transportation concems and requirements.
Commissioner Tentinger inquired as to access from the subject properiy to Hwy. 55;
specifically, whether it would be a public sireet or private driveway and whether there are
safety concems as a result of the access being located directly across from the USPCI access
to Hvry. 55. Mr. Pearson explained that the access would be a private driveway and that the
intersection may be subject to traffic controls. It would be up to the State to decide whether
turn lanes into the property would be appropriate. The surrounding properties are developed
or isolated by bluffs and/or railroads, thereby leavi.ng no other access options. The
Commission asked about the issue of tree preservation, which Mr. Pearson explained does
not apply to this commercial property.
Chair Droste acknowledged that Eric Chrisrianson was present at the meeting on behalf of
Endres Properties. Chair Draste opened the floor for public comments. There was no
public comment.
MOTION by Droste to close the public hearing. Seconded by DeBettignies. Ayes:
Tentinger, Droste, Shoe-Corrigan, Weisensel, and DeBetkignies. Nays: 0. Motion passes
5-0.
Commissioner Shoe-Corrigan questioned the status of the Guide Plan Amendment and asked
for further explanarion of the inconsistency between the land use designation and the zoning
classification.
MOTION by Tentinger to recommend approval of the administrative plat for Endres
Properties Addirion, subject to 1) compliance with subdivision requirements for easements,
GIS fees and park dedication, and 2) approval of the Minnesota Department of
Transportation as required. Seconded by Droste. Ayes: Droste, Weisensel, DeBettignies,
and Tentinger. Nays: Shoe-Corrigan. Motion passes 41.
