On February 28, 1997, bids were received for items on the Jomt o g
cracksealing, sealcoating, sweeping and striping. We are planning to utilize the
sealcoating, striping and cracksealing items from this Joint Powers Agreement which will
be funded by line items in the Operating budget.
We will again contract on our own for sweeping services which has worked to our
advantage in scheduling. The same contractor used to sweep the streets last year will
be used again this year. This contractor is charging S60/hr which S1/hr more than the
bid price in the 1997 Joint Powers Agreement. Adding Burnsville's 2% Administrative
Charge, the Joint Powers hourly charge for street sweeping is actually $61 .20. This is
more than the hourly charge the City will pay by not going through the Joint Powers
Agreement. The Joint Powers Agreement was approved by the City CounciJ on January
7, 1997.
Allied Blacktop from Maple Grove is again the low bidder for sealcoating and the price
has increased by 2%. AAA Striping from Rogers, Minnesota is again the low bidder for
traffic markings and the price has decreased by just 0.3%. Bergman Companies from
Eau Claire, Wisconsin was the low bidder for cracksealing which had a 4% decrease in
bid prices. Streets in O'Leary's Hills 1 st through 4th Additions, Edwin Rahn 1 st through
3rd Additions, West Ridge 1 st through 5th Additions, Shannon Pond 3rd and Carrollton
4th Addition will be cracksealed and sealcoated. The streets in White Lake Acres will be
cracksealed.
The striping and traffic markings will be those streets previously striped and others as
required.
Staff recommends approval of the bids and award of the contract to the appropriate low
bidders.
RECOMMENDED ACTION: MOTION TO APPROVE BIDS AND AWARD THE CONTRACT AS
SUPPLIED BY THE JOINT POWERS AGREEMENT FOR STREET MAINTENANCE MATERIALS
AND SERVICE.

Award of bids is scheduled for the Burnsville City Council meeting of March 17, 1997. Per the
JPA, would you review the bids that pertain to your City. IF you concur with the enclosed
