ELLIEL KNUTSEN, CHIEF OF POLICE `��� � 6 � ATT"'�E�$' APPROVED BY: LETTER OF RESIGNATION On April 18, 1997, I received a letter of resignation from Off icer Grant Thorstad effective May 22, 1997 . Officer Thorstad joined the Rosemount Police Department in June of 1990 and has been very active with our young citizens. Grant helped organize summer safety programs for children in the early 90's and alone expanded the program by including bicycle safety which caught the eye of our local businesses as well as the news media over the last three years. Officer Thorstad has been teaching DARE to our fifth graders for two years. As a patrol officer, Grant received two letters of Commendations, three letters of Appreciation and eight letters from the general public for their appreciation of his efforts on the streets. Rosemount will be losing a true asset to our city, however, we wish Officer Thorstad and his wife success in their new careers in St. Louis Missouri. � RECOMMENDED ACTION: MOTION TO APPROVE THE RESIGNATION OF POLICE OFFICER GRANT THORSTAD EFFECTIVE MAY 22, 1997. COtTNCIL ACTION: � April 18, 1997 Dear Chief of Police,Elliel Knutsen: As you know, May 22, is the last DARE student graduation. This will also be my last day as a Rosemount police officer. The purpose of this letter is to inform you of my resignation as a Rosemount police officer effective May 22, 1997. This decision comes after many months of reflection. Due to a number of professional opportunities that have risen for my wife, it would appear that we will be relocating. In order to expedite my education process, I will � be returning to school full-time starting suxnmer quarter. During my 6 years and 11 months of employment,I have developed a high degree of respect for the men and women of the Rosemount police department. First of all I wish to expresses my gratitude and appreciation to you,Chief Knutsen. You have been a role model for me in ethics and honesty over my tenure of employment. The other group I wish to recognize is the patrol officers of the Rosemount police department. While many of their duties may be mundane and routine,they are truly the "ambassadors"to the public and the back-bone of day-to-day policing. I have found that each and every employee of the police department has special gifts and talents that contributed to the whole.
