Community Center Director. �'r'E.IVI � � A ATTACHMENTS: Drawings, Contractors Qualification Statement APPROVED BY: Bids were received for Erickson Community Square on April 24, 1997 with an excellent response from fourteen bidders. Base bids ranged from $173,000.00 to $238,300.00, with an average bid of$191,360.00. The lowest base bid was offered by Min-Kota Building Systems, Inc., of Rosemount, Minnesota. The project was originally bid on August 1, 1996, with bid range of$216,321.00 to $278,259.00. The second attempt at bidding was a result of redesigning the building to lower costs. Changes made were reducing the size of the shelter from 1,550 ft2 to 1,315 ftz, reducing the amount of exterior brick from full wall to half wall, and cooperating with the National Guard to remove fill from the site. With the building scaled down, it still fulfills the original purpose of a warming house and multipurpose shelter. The building can be used in conjunction with outdoor events conducted in the amphitheater by providing accessible restroom facilities, space for concessions, and sound amplification controls. Other anticipated uses are family events, outdoor ceremonies, meetings, garden events. The building may also be used by the Rosemount Senior Program. A trail is planned through the site, connecting the building to the City trail system, offering the building as a stopping point for trail users. The total cost for the project is estimated at $212,555.00. This includes the lowest base bid, all SAC, WAC, and STAC charges, a 5% contingency, the addition of air conditioning, cedar ceiling, and amphitheater � conduit, and additional architectural charge. The current balance of donations received for the project ', amounts to $178,588.00. The remaining $33,970.00 to complete the project is recommended from park ' improvement funds. ', I recommend City Council accept bids and to award the contract to Min-Kota Building System, Inc. Jack ' Anderson of JEA Architects will be present to answer questions regarding the design of the shelter.
