At the April 15, 1997 City Council Meeting a resident asked that the City Council review the parking problems
along 143rd Street and Chili Avenue as it relates to parking and after school hours use of a high school athletic
field.
Staff reviewed the neighbors concerns and have contacted the school athletic director and RAAA coaches, and
have requested they inform players and spectators to use the High School parking lot. The Police Department
will focus on this area and if there are individuals parked illegally they will receive a citation. In addition, the
Public Works Department will extend the yellow paint on the curbs at the intersection of 143rd Street and Chili
Avenue, so there is an appropriate set back from the intersection to assure visibility and minimize safety
concerns.
If there continues to be parking issues along 143rd Street the ne}rt step would be to evaluate posting"no
paxking" signs. Prior to such a decision, staff recommends a neighborhood meeting be conducted to solicit input
from all residents. We will continue to monitor the area and ask that the residents keep the City informed if .
problems continue.

The attached minutes of the April 15th council meeting show a concern raised by residents in the
area of the high school regarding parking on the"Chili Hill". The main concern being that people
using the softball field are parking on the streets rather than in the high school lot, while there is
little that can be done regarding the legal on street parking we are able to control the parking on
the hill by strictly enforcing the posted axea along both sides of the hill. Please make occasional
checks of the area especially weekend days and weekday evenings.

Dear Mike:
At a recent meeting of the Rosemount City Council, residents voiced concern regarding
parking problems near a high school softball field. Residents complained of a multitude
of cars parking on 143rd Street (see attached map) near the softball field on Chile
Avenue. According to these residents, spectators are choosing to park on 143rd street
instead of the school parking lot located directly east of the softball field. Residents have
indicated this parking lot is virtually empty while 143rd Street is congested with vehicles, ,
posing potential safety concerns and a nuisance to property owners. � '
It is my understanding that this field is primarily used by girls high school softball at this i
time. As a result, I am requesting you send notice to students and parents of the girls ',
softball program, directing them to park in the school parking lot during games. i

Please see the attached letter from Jim Topitzhofer,the Director of Parks and Recreation.
He has brought to my attention a concern that a number of the neighbors in Rosemount
have voiced concerns about. I certainly want to try to do whatever we can to get along
with the neighbors that live in proximiry to the high school boundaries.
Please read Mr. Topitzhofer's letter and from now on,please park in the high school
parking lot for all of our games. Even though it might be a slightly longer walk, I think it
is a small request that would allow for a better rapport between the high school and
Rosemount city residents.
