The City received a petition for public improvements from the owners of the Geronime Pond
area on February 4, 1997 and a Feasibility Report was ordered. The attached Feasibility Report
addresses the public improvements necessary to provide City services for the 40 acres.
The total estimated project cost is approximately 51,393,000. This project includes a trunk
sanitary sewer to be extended from the west property line to the east which will eventually '',
serve the properties along 160th Street to Biscayne Avenue. The project also includes a trunk '
watermain which will be extended from the west property line to the 16" trunk on Chippendale
Avenue. There are also trunk storm sewer facilities described in the report due to flowage from
surrounding areas. These trunk cost are shown in the funding summary.
This project will also provide sewer and water service to three existing parcels adjacent to the
Geronime Pond Plat. The associated costs with these services which will be assessed to these
parcels.
The developer desires that the project be divided into two phases. Basically the first phase
would be the northerly half of the site and the second the southerly half. Final details will have
to be worked out prior to the plans being completed. Since only the northerly half would be
constructed in the first year, the realignment and reconstruction of Chippendale Avenue can be
delayed until that time. This is probably better from a City ptanning point of view for a number
of reasons. We are anticipating a plan to be submitted soon for the McMenomy property
which will also include part of the outlot area in the southeast corner. Secondly, the plans for
County Road 46 on 160th Street alignment will be further along by next year whieh will assist
in defining the vertical alignment of Chippendale Avenue. Staff will provide an overview and
provide more details at the City Council meeting.
Staff recommends the project move forward to the Public Hearing stage.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE
FEASIBILITY REPORT AND SETTING A PUBLIC HEARING FOR GERONIME POND STREET &
UTILITY IMPROVEMENTS, CITY PROJECT #280.

WHEREAS, pursuant to the resolutions of the Council adopted on February 4, 1997, a report
has been prepared by the City Engineer with reference to the improvement of Geronime
Pond Addition Street & Utility Improvements, City Project #280, and this report was
received by the Council on March 4, 1997, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCII OF ROSEMOUNT, MINNESOTA:
1 . The Council will consider the improvements in accordance with the report and the
assessment of abutting property for all or a portion of the cost of the improvements
pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the
improvements of $1,393,100.
2. A public hearing shall be held on such proposed improvements on the 18th day of
March, 1997, in the Council Chambers of the City Hall at 8:00 p.m. and the clerk
shall give mailed and published notice of such hearing and improvements as required
by law.

City Project No. 280 provides for the construction of streets, utilities and appurtenant
improvements for a proposed 40-acre residential development located in the

units, which will be developed in two phases. �
The proposed improvements include the construction of 4,300 feet of 32-foot wide
urban streets, consisting of bituminous pavement and surmountable concrete curb and
gutter. Portions of the development will contain concrete sidewalk with connections
to future bituminous pathways. The utility improvements include the construction of
trunk and lateral sanitary sewer and watermain systems. Storm drainage facilities
include trunk system piping and the construction of a regional storm water pond.
The developer plans to grade the entire site including the proposed new alignment of
Chippendale Avenue along the east property line of the subdivision.
The estimated total project cost and Phase I project cost are$1,393,100 and$901,800,
respectively, which include 30% indirect costs. The proposed phasing may be
adjusted according to the developer's desires prior to final design. Funding for the
project is provided from special assessments to the benefitting properties, along with
contributions from the City of Rosemount's appropriate trunk utility funds. Three
additional properties adjacent to the project are proposed to be assessed for sanitary
and water services upon completion of both development phases.
The proposed improvements can be completed, including the first lift of bituminous
and all restoration items, in 1997. The final lift of bituminous is proposed to be I
installed in 1998, after which the assessment hearing will be held. ''�
This project is feasible, necessary, and cost-effective from an engineering standpoint i
and should be constructed as proposed herein. ,
