As a review, this proposed project addresses public improvements necessary for approximately 29 acres which will result in approximately 69 single family homes in an area generally deseribed as north of 145th Street between Diamond Path and Shannon Parkway. The total estimated project cost is approximately S 1.28 million dollars. The area to be assessed includes three existing single family homes who presently do not have sanitary sewer service but are included in this project due to the location and ability to serve them at this time. The proposed assessments against the existing homes vary between S3, 250 to $4,350 each. The cost that will be assessed to the Hawkins Pond Development is approximately S 18,100 per lot. If the timing of this project is consistent with City policy, the assessment hearing will be held in the fall of 1998 with the assessments appearing on the 1999 property taxes. We have talked to two out of the three single family home property owners that will be affected by this improvement and they are concerned about not only the cost of the assessments, but the cost of the connection charges to connect to the sewer. In 1997 those cost are 5950 to the MCES and S 1,250 to the City. _ Staff recommends that the project move forward. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION APPROVING THE PROJECT AND ORDERING PLANS AND SPECIFICATIONS FOR HAWKINS POND STREET & UT(LITY IMPROVEMENTS, CITY PROJECT #275. COUNCIL ACTION: 1 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997 - A RESOLUTION FOR THE APPROVAL AND ORDERING THE PREPARATION ' OF PLANS AND SPECIFICATIONS FOR THE HAWKINS POND STREET AND UTILITY ' IMPROVEMENTS ', CITY PROJECT #275 � WHEREAS, the City Council of the City of Rosemount ordered a feasibility report for the Hawkins Pond Street & Utility Improvements, City Project #275; and WHEREAS, the City Council has received and accepted the Feasibility Report on February 18, 1997 for City Project #275; and WHEREAS, the City Council ordered and held a public hearing on March 4, 1997 to receive input of this project. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the Hawkins Pond Street & Utility Improvements, City Project #275. February 18, 1997 Preliminary Report . Hawkins Pond Street and Utility Improvements Rosemount, Minnesota Exec�tive Summary ' City Project No. 275 provides for the construction of sanitary sewer. '' water main, storm drain, street and site grading improvements in the ', proposed Hawkins Pond develapment. This development consists of 69 ', single-family residential lots,68 of which are assessable in terms of strees ' and utility improvements. The project has been split into two phases. Phase A contains 441ots, and Phase B contains ?S lots. This improvement is necessary to provide the subject properry with municipal utilities and street access. In addition, the improvement is cost-effective and feasible from an engineering standpoint. The improvement would best be constructed as an individual project rather than as a part of another project. This improvement is located in the north half of Section 30, Township 115N, Range 19W. The proposed lots are located in the vicinity of Hawkins Pond which is north of 145th Street West and west of Shannon Pazicway. The project includes approximately 3300 lineaz feet of sanitary sewer,4400 linear feet of water main, 3000 linear feet of storm drain, and 38001ineaz feet of street construction. The total estimated project cost is $1,278,000. Of this total, approximately $1,229,150 is assessable to the Hawkins Pond development, approximately $10,850 is assessable to the three (3) properties along 145th Street West for sanitary sewer construction, and approximately$38,000 will be recovered through Ciry core funds.
