Attached is the Executive Summary from the Feasibility Report, a map and proposed schedule for the project. This project will provide for the site grading and the construction of sanitary sewer, watermain, storm drain, streets and sidewalks for the first phase of the Biscayne Pointe development. The total estimated project cost is 5702,000, 5642,000 of which will be spread against the first phase of the development. The cost of the extension of the sanitary sewer (560,000) which extends easterly and will connect to the Brockway Draw Trunk Sanitary Sewer will be assessed against the outlot area. There are no trunk costs in this project. The proposed schedule is attached. As previously stated, it is hoped that the utilities can be constructed this fall with most of the street work completed in 1998. Depending on timing issues, this project may be combined with the Brockway Draw Trunk Sanitary Sewer project and bid the projects together. Staff recommends that Council take the action as described. '�, COUNCIL ACTION: 5 � CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997 - A RESOWTION RECEIVING THE FEASIBILITY REPORT, APPROVING THE PROJECT AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE BISCAYNE POINTE ADDITION STREET & UTILITY IMPROVEMENTS CITY PROJECT #285 WHEREAS, pursuant to the resolutions of the Council adopted on August 19, 1997, a report has been prepared by the City Engineer with reference to the improvement of Biscayne Pointe Addition Street & Utility Improvements, City Project #285, and this report was received by the Council on September 16, 1997, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost-effective, and feasible. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA: 1 . The Council will consider the improvements in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvements of 5702,000. 2. Such improvements are hereby ordered as proposed pursuant to a petition of affected property owners. 3. This schedule is based on the provisions of Chapter 429 of the Minnesota State Statues. The schedule assumes that all elements of the improvement, includina developer obligations and easement acquisitions,are completed in a timely manner. • Order Feasibility Report August I9, 1997 • Receive Feasibility Report September 16, 1997 • Order Plans & Specs September 16, 1997 • Receive Plans & Specs/Order Ad for Bid October 7, 1997 • Open Bids October 31, 1997 • Award Contract November 4, 1997 • Begin Construction November 17, 1997 : • Substantial Completion of Utilities December 31, 1997 • Substantial Completion of Streets/Grading June 30, 1998 • Final Completion (wear course} June 30, 1999 September 16, 1997 Preliminary Report Biscayne Pointe Street and Utility Improvements Rosemount, Minnesota Executive Summary City Project No. 28� provides for the construction of sanitary sewer, water main, storm drain, street and site grading improvements for Phase I of the proposed Biscayne Pointe development. Phase I of the Biscayne Pointe development consists of approximately 14 acres which will be platted into 34 sin�le-family residential lots. The remaining 48 acres of the Biscayne Pointe parcel will be platted as Outlot A until future phases are constructed. The project is located in the NW'/a of Section 28, Township 115N, Range 19W. The proposed development is located to the north of the Union Pacific (U.P.) Railroad and east of Biscayne Avenue. The project includes approximately 2,9001inear feet of sanitary sewer, 1,6001inear feet of w�ater main, 1,000 linear feet of storm drain, 80,000 cubic yards of excavation, and 1,6001inear feet of street construction. The total estimated project cost is �702,000, all of which is assessable to the Biscayne Pointe development. The estimated cost for improvements within the limits of Phase I is$642,000. Spreadinb the $642,OOQ over the 34 assessable lots in Phase I yields an approximate assessment rate of $18,882.35 per lot. In addition, Outlot A is subject to assessments for installin� a sanitary sewer across the outlot. The estimated cost for this is $60>000. This improvement is necessary to provide the subject property with municipal utilities and street access. In addition, the improvement is cost- effective and fe�ible from an engineering standpoint. The improvement could be constructed as an individua] project or as a part of the Brockway Draw Trunk Sanitary Sewer Project, City Project No. ?86. Project construction is scheduled to begin in November 1997, with substantial completion scheduled for spring of 1998. Final completion (bituminous wear course) is scheduled for spring of 1999.
