Amendment to Fire Department Personnel Policy MEMORANDUM DATE: August 5, 1997 TO: Mayor Busho Councilmembers Anderson, Wippermann, Edwards, Carroll FROM: Susan Walsh,Assistant to Administrator SUBJ: ITEM 6H -AMENDMENT TO FIRE DEPARTMENT PERSONNEL POLICY After further review of the proposed language for Section 6 regarding training pay, I would like to have the language read as follows: With the exception of probationaxy firefighters, firefighters shall be paid for mandatory training classes and for up to sixteen(16)hours of training for each hour of class he/she attends per calendar year. All classes must be approved by the fire chief. Firefighters may be paid for additional training hours if there are I unused trainin hours available because a firefi hter elects not to attend all sixteen ' g g (16)hours of the available time. Firefighters shall submit training requests by ' March 1 of each year. ' I want to delete the following to insure that there is no confusion that even though a firefighter submits a requests, the fire chief must approve the requests, and it is not a given that the requests will be honored. Firefighters shall submit training requests by March 1 of each year ' Section 9 would be as proposed in the Executive Summary. Thanks. CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: AUGUST 5, 1997 AGENDA ITEM: AMENDMENT TO FIRE DEPARTMENT AGENDA SECTION: CONSENT PERSONNEL POLICY PREPARED BY: SUSAN WALSH AGENDA NO. ADMINISTRATIVE ASSISTANT ATTACHMENTS: NONE APPROVED BY: —7-"„ / /o City staff is recommending that Sections 6 and 9 of the Fire Department Personnel Policy be amended to reflect two changes in the fire department pay plan. Revision to Section 6 of the policy would allow firefighters to receive pay for training over and above 16 hours of training pay if funds were available because some firefighters would not use their 16 hours. An amended Section 9 would allow firefighters to receive the call rate rather than the training rate if they responded to a call while at training. If approved by the City Council, Sections 6 and 9 would be revised as follows: Section 6: With the exception of probationary firefighters, firefighters shall be paid for mandatory training classes and for up to sixteen (16) hours of training for each hour of class he/she attends per calendar year. Fireghters may be paid for additional training hours if there are unused training hours available because a fireghter elects not to attend all sixteen (16) hours of the available time. Firefighters shall submit training requests by March 1 of each year so it can be determined if there are hours available to firefighters who want to attend and be paid training hours over and above the sixteen (16) hours. Section 9: Firefighters responding to fire and rescue calls when participating in drill or training, shall be paid the traiYrirtg the call rate. , RECOMMENDED ACTION: MOTION TO AMEND SECTIONS 6 AND 9 OF THE FIRE DEPARTMENT PERSONNEL POLICY AS STATED ABOVE.
