The study evaluates the possibility of providing sanitary sewer service to an area generally described within a boundary of Trunk Hwy 3 on the west, the Eagan border on the north, a line parallel to and one �I half mile east of Bacardi Avenue on the east, and County Road 38 on the south. The area was evaluated for two separate possibilities: 1 . To provide the City with a plan to provide sanitary sewer service to the entire area. 2. To provide sanitary sewer service to isolated pockets of one half to one acre lots located in this area such as the Oakwood Addition, Jay Simons Addition, Lan-O-Ken Addition, and the "Red Staats" area. Both options are covered in detail in the report. Both options are expensive and the utility commission directed staff to check with any agencies for possible funding. A copy of the funding possibilities is attached which is not positive. It makes a great difference on which type of housing is sought for the entire area as to the way the entire area is serviced, If it is meant to keep the entire area as rural residential or five acre lots and not having sewer service available to the area in general, then the sewer plan to provide service to the isolated pockets is chosen. However, if this method is chosen, then it would be very costly to later change the land use of the area into urban residential. On the other hand, if the land use for the area is changed to "urban residential" prior to initiating any sewer project, then sanitary sewer would be provided in a different manner for the entire area. A second major concern is funding for providing sewer service. As described in the report the cost per existing lot could be between 520,000 - $30,000. This dollar amount is highly variable because if City water was brought in at the same time and/or if streets were reconstructed then the costs could vary considerably. The trunk funds may have to pick up more of the costs than normal due to the high cost of providing service to the area. I will explain the report in more detail at Monday's meeting and look forward to your discussion. According to Mr. Skwira, the only i�IPCA funding support available for this kind of project is a low interest loan pro�ram. The loans are focused toward addressing e�isting needs only. That is, planning, desi� and interceptor construction costs to connect eYistin se tic s stems to our city system would be eligible for the low interest loan g P Y program. To participate we would apply, they would evaluate eligiblity and place us on a priority list.
