In the Feasibility Report for City Project #266, Staff looked at replacing a 300' segment
of sanitary sewer that runs through the "Garden" Club area west of City Hall behind the
Shamrock Animal Hospital, McMenomy Building and through Polfus Equipment Property.
This clay pipe sewer services those three businesses and is in fair condition. It is "egg
shaped" showing the stress of the earth above it and has dips which do not allow for
good flow through the pipe. Originally we were planning on the storm sewer currently
being constructed to be approximately 20' to the west which would have ripped up the
Garden Club area almost in its entirety. However, through the design process we moved
the storm sewer east and could accomplish the installation of the storm sewer without
disrupting the Garden area. At that time we dropped the consideration of replacing the
aforementioned sanitary sewer line. This sanitary sewer line could collapse at any time
or last another 10 to 20 years.
With the proposed construction of the Erickson Park building this year and other recent
events, we are proposing that this sewer line be replaced as part of City Project #266.
This way the whole area is disrupted this summer and in the Fall of 1996 and 1997 the
whole area can be redesigned and re-landscaped all at one time.
The total added cost to the contract is approximately $15,000 and will be paid for totally
from the Sanitary Sewer Operating fund as it is a replacement of an existing line. Some
of the work will involve the Public Works Maintenance Department in reestablishing the
Garden area.
Staff recommends approval of this Change Order #1.
