This amendment is being proposed to change the lot coverage standard in the General
Industrial (IG) District and bring it into consistency with similar Commercial and Business Park
standards. The maximum lot coverage in the IG district is 50% which includes all buildings
and paved surfaces. This is a seemingly excessive restriction that requires twice as much land
for establishment of an industrial use than that which would be occupied by buildings,
driveways and parking. Outdoor storage should also be included as considered impervious
surface.
The standard makes sense in the Pine Bend area where no storm sewer is available and all
storm water must be managed on site with easements and ponds. However, IG land is now
available within the Metropolitan Urban Service Area and the availability of storm sewer for
storm water runoff management should bring those portions of the IG District (in the MUSA) in
line with the Commercial and Business Park districts that allow 75% lot coverage.
The storm water management study that is being prepared by the engineering consultant is
using the 75% standard for future sewer service areas. As well, the amendment will provide
ability for non-sewered IG uses to have up to 75% coverage if site design can accommodate
and manage storm water run off on site.
On March 12 and April 23, 1996, the Planning Commission discussed the amendment and
passed a motion to recommend approval as revised.

THE CITY COUNCIL OF THE CITY OF ROSEMOUNT,MINNESOTA ORDAINS AS
FOLLOWS:
SECTION I. Section 3.2 DEFINITIONS:
• IMPERVIOUS SURFACE: A surface that allows very little or no penetration of water
or moisture into the soil or ground. Examples include
concrete, asphalt, and various compacted materials
including aggregate, limestone and recycled bituminous.
Buildings, rooftops, decks, patios and driveways and any
other structure shall be included for the purpose of
calculating maximum lot coverage.

Assistant Planner Pearson related that Jim •rdberg, o' er of Splatball Indoors, purchased The
Adventure Zone in 1995 and is requesting an to ' se Permit to allow a commercial outdoor
recreational use in the General Industrial distri Pearson mentioned that all of the non-conforming
issues that forced the termination of the previous t.terim Use Permit has been corrected. On-site
inspections have shown that the site has been c -ane• up, the illegal trailer has been removed, the
driveway entrance has been improved with p- ement, g e drainage has been restored with a culvert and
the parking area has been regraded and c . ed rock imp rted for a parking surface. Mr. Pearson also
stated that Mr. Nordberg has no objecti• s to the propose• onditions on the Interim Use Permit.
Cathy Busho, 12605 South Robert ' ail, requested that the Co 'ssion add a condition to require the
owner to post a sign at the front - trance of the facility stating the 'ours of operation.
There being no further co -nts from the audience, MOTION by Sh.--Corrigan to close the public
hearing. Seconded by De:ettignies. Ayes: Shoe-Corrigan, McDermott, ' -Bettignies, Tentinger and
Droste. Nays: 0. Motio passes 5-0.

Chairperson Droste opened the public hearing scheduled at this time to hear public testimony regarding
the proposed zoning text amendment for lot coverage in the General Industrial district. The recording
secretary has placed the Affidavit of Publication and Affidavit of Posting of Public Hearing Notice on
file with the City.
Assistant Planner Pearson stated that this item was discussed at the March 12, 1996 Planning
Commission meeting. At that time, the Commissioners suggested revisions to the proposed amendment
and requested that this item be scheduled for a public hearing. Mr. Pearson stated that this proposed

amendment would increase the lot coverage maximum in the General Industrial district from 50% to
75%. He explained that this increase in lot coverage would bring consistency to the Zoning Ordinance in
regards to maximum lot coverage.
There being no comments from the audience, MOTION by Tentinger to close the public hearing.
Seconded by Droste. Ayes: DeBettignies, Tentinger, Droste, Shoe-Corrigan and McDermott. Nays: 0.

Senior Planner Mack stated that t - Port Authority has pro osed a joint worksession of the City
Council, Port Authority and Planning •ommission on Ap 30, 1996 from 5:30 p.m. to 7:00 p.m. The
purpose of this joint worksession is to re '-w and disc s proposed changes to the Business Park
District permitted uses. Mr. Mack stated that tall r: =mends that the Planning Commission make a
motion to set this worksession.
MOTION by Droste to approve setting a special meet of the Planning Commission for April 30,
1996 at 5:30 p.m. in the Rosemount City Ouncil Chamber . Seconded by Shoe-Corrigan. Ayes:
Droste, Shoe-Corrigan, McDermott, D ettignies and Tenting- . Nays: 0. Motion passes 5-0.
