Also, attached is the City's response letter in 1995 to the Dakota County CIP plus a County response sheet to the City's letter. The latest County CIP shows four (4) projects which affect the City of Rosemount and they are described as follows: • County Road 38 from Trunk Highway 3 to County Road 73 (Akron Avenue) which would be a two lane reconstruction project. The City cost would be $428,000.00. This is scheduled for 1998. • County Road 73 (Akron Avenue) from CSAH 32 in Inver Grove Heights to CSAH 42 in Rosemount. The City share of this 1998 scheduled improvement will be approximately $400,000.00. (The remaining City share shown would be Inver Grove Heights responsibility.) • In 1999, the County shows County Road 46 being constructed from Pilot Knob in Apple Valley to Trunk Highway 52 near Coates on the 160th Street alignment. The City's share of that cost will be provided at the meeting. (This is due to the fact that part of this construction affects the cities of Apple Valley, Lakeville and Empire Township and I need to double check the amounts with the County.) Staff recommends that the following requests be made of the County: • Support the Federal Funding for the construction of County Road 46, along the 160th Street alignment. With the same project Diamond Path (CR 33) should be constructed from 160th to CSAH 42. Additionally, the City should request the County take over jurisdiction of 160th from Pilot Knob to Trunk Highway 3 immediately due to the fact that it is a multi-jurisdictional road serving more as a county road than any city street. • The City should request 1997 funding for construction on CSAH 42 for turn lanes and urban section design between Shannon Parkway and Trunk Highway 3 in part due to the proposed Chippendale/42 Partnership project. The City's share will be assessed to the benefitting properties. • The City should request that both the County Road 38 and County Road 73 projects be put into the "future projects" category due to lack of funding and higher priority projects within the City. • The City should request the construction of a library in Rosemount. Staff will provide a overview of these projects and will request Council to direct staff as to its wishes on the County CIP. The Council fully supported the construction of County Road 46 for construction/reconstruction in 1996 from Rosemount's western border to TH 52. Council also requested that this alignment be along 160th Street. 2. The Council requests that County Road 73 improvements that were scheduled for 1997 be put into the category of future improvements. 3. The Council supports the reconstruction and pavement of County Road 38 from TH 3 to County Road 73 in 1998. 4. The Council supports keeping the improvements to County Road 38 east of County Road 73 to CSAH 71 in the category of future improvements. • 5. The Council supports the construction of County Road 33 or Diamond Path at least from CSAH 42 south to 155th Street in Rosemount. All of the necessary right-of-way in Rosemount is now available for construction and has been dedicated through new plats. 6. The Council requests that the reconstruction of the State TH 52/56 and CSAH 42 intersection be put into the County's Comprehensive Plan and the C.I.P. >new on'en,MI Plpr M !pr!f.li.rnQ 1..
