Attached is the Feasibility Report for the 1996 Bituminous Overlay and
Appurtenant Work Project, City Project #274. The area that was chosen for this
year's project, due to the condition of the existing streets, is the Carrollton
Addition area which includes the streets as follows: 144th Street, Upper 143rd
Street and 143rd Street between Chili and Cimarron Avenues plus Cimarron
Avenue between 144th and 143rd. This year's project includes some
reconstruction and repair of the concrete curb and gutter in the project area. The
total estimated cost of the project is $59,000.00.
Per the Assessment Policy, which was revised last year, 35% of the total project
cost is proposed to be assessed against the benefitting properties. That amount is
approximately $275.00 per lot. There are 75 single family homes in the project
area which will be assessed. Staff recommends that the cap of $500.00 per R-1
residential lot be set for 1996. Last year's original estimate was $159.00 per lot
and ended up being levied at $136.00 per lot, but did not include any concrete
curb and gutter work.
The proposed schedule is as shown in the Feasibility Report. The action this
evening is to receive the feasibility report and set the public hearing for the project
on June 4, 1996.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING FEASIBILITY
REPORT AND SET PUBLIC HEARING FOR THE 1996 BITUMINOUS OVERLAY AND

A RESOLUTION RECEIVING THE FEASIBILITY REPORT/SET PUBLIC HEARING
1996 BITUMINOUS OVERLAY AND APPURTENANT WORK IMPROVEMENTS
CITY PROJECT #274
WHEREAS, the City Council deemed it necessary and expedient that the City construct
certain improvements, to-wit: City Project #274, 1996 Bituminous Overlay and Appurtenant
Work Improvements, in the City as described in and in accordance with the feasibility report
prepared by the Public Works Department; and
WHEREAS, the City Council has been advised by the City Engineer that said improvements
described in City Project #274 are feasible, and should best be made as proposed, and
WHEREAS, the statute provided that no such improvements shall be made until the Council
has held a public hearing on such improvements following mailed notice and two
publications thereof in the official newspaper stating time and place of the hearing, the
general nature of the improvement, the estimated costs thereof, and the area proposed to
be assessed, in accordance with the law.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the
feasibility report for City Project #274 and places it on file.
NOW THEREFORE BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount
that the public hearing be scheduled to consider City Project #274, 1996 Bituminous
Overlay and Appurtenant Work Improvements to be held on Tuesday, June 4, 1996 at 8:00
o'clock p.m. or as soon thereafter as possible, in the Council Chambers of City Hall.

EXECUTIVE SUMMARY
City Project #274 provides for the milling and installation of a structural bituminous
overlay and concrete curb & gutter repairs on the streets within the Carrollton
Addition areas in central Rosemount. The Project is feasible from an engineering
standpoint and can best be accomplished under one contract. The estimated cost of
the project is approximately $59,000.00. The funding for the project will come from
assessments to benefited properties and the 1996 Operating Budget. The project can
be initiated in July and completed within two weeks.
INTRODUCTION
The City's Pavement Management System has identified that 144th Street, Upper
143rd Street and 143rd Street between Chili Avenue and Cimarron Avenue, plus
Cimarron Avenue requires a structural bituminous overlay at this time. These streets
were constructed in 1978 and sealcoated in 1982 and 1990. The concrete curb and
gutter will be repaired as needed.
PROPOSED IMPROVEMENTS
The proposed improvements will include the removal and replacement of sections of
concrete curb & gutter, raising other curb & gutter that has settled, and the milling
of the outside six feet (6') adjacent to the existing concrete curb & gutter. Also
required is the raising of the manholes and gate valves in the project area. After this
work is complete, a 2" bituminous overlay will be installed and compacted.
FINANCING
The estimated cost of the project is approximately $59,000.00.
The project will be financed by a combination of the 1996 Operating Budget which
will cover 65% of the cost or $38,350.00. The remaining 35% will be covered by
assessments to the benefiting properties or $20,650.00.
It has been determined that there are 75 residential units in the project area, all single
family homes. Using the "Unit Method" (or per lot method), the total estimated cost
for assessments would be $275.00 per lot.
