These are exciting times for the City of Rosemount. As we develop, our population is
growing putting increasing demands on city services. As we develop, so, too, do
Dakota County and ISD 196, which all puts an increasing strain on our taxpayers. In
view of these challenges, I feel very positive about what can be accomplished to
enhance the quality of life for our citizens and what can be done to strengthen the
economic future for our businesses. I have the experience and desire necessary to be
a valuable member of the City Council as that body deals with our present issues and
determines the future of our City.
Visions/Goals;
Citizen responsiveness: Citizen input and involvement is the key to planning and
building a city that has a sense of community. To encourage that atmosphere I would
like to see:
* a better recognition of the varied needs of all ages and economic status of our
citizens. Without duplication, be sure our citizens are receiving the services they need
and want from the various federal, state, county, city, school, and private agencies.
This includes services such as athletic programs, transportation issues, employment
opportunities, etc. We need to pay special attention to the needs of our youth,
especially those in the middle school to high school age groups.
* a campaign to encourage residents, young and old, to volunteer in any aspect of
their community, Such involvement greatly adds to the health of a city.
* a citizen survey asking what businesses/services our residents would like to have.
This would strengthen our business environment by helping us recognize our market.
* in the spirit of DARE, police liaison to the schools, and our bicycle patrols, expand
the concept of community policing. This could be done through a Citizens Police
Academy, as some neighboring cities are doing, and by diversifying our police force to
better meet the needs of our diversified population.
Economy: We should strive for a long term, sustainable economy rather than a short
term one based on convenience and duplication. I would like to see the City:
* put in place the necessary elements to preserve and enhance the downtown.
Several studies have been done with some recurring themes, such as sidewalks with
pleasant streetscapes to give a feel of connectedness to our neighborhoods.
* continue the marketing of our business park to attract head of household jobs. We
should also draw upon our Star City status to be sure the Department of Trade and
Economic Development is doing their part for us. In addition, we should keep an eye
on the business sections of the newspapers to get a jump on any business that is
looking to expand or relocate.
Interaction with other agencies: I feet our citizens want to maintain their varied
lifestyles and preserve the natural amenities we enjoy. To that end, I feel we need to
make a bigger presence in the decision making of agencies such as the Metropolitan
Council, ISD 196, and Dakota County to be sure their "idea" of Rosemount fits with the
Rosemount our citizens envision, We need to make the other agencies well aware of
our budgetary priorities when their projects require sharefl funding.

In the six years I have lived in Rosemount, I have gained considerable knowledge
of the city by working on the Planning Commission for the past two years and by
involving myself in many community activities and attending meetings. I have
listened to what the people are saying and believe I will be a fair representative
of the community in determining the future success of Rosemount.
I am particularly interested in the creation and implementation of a downtown
development plan that supports business and the community. I believe
Rosemount is unique in the aspect that it has a "downtown" already. With focus
and direction the "downtown" can be further defined and increased to allow for
business development and expansion.
The growth of the commercial base in Rosemount is another one of my interests.
The Rosemount Business Park is in its infancy and needs support and direction to
mature. Rosemount is unique in that it has land for new industries. Commercial
development thrives in communities that portray a positive attitude toward
business. The new Business Park, along with a downtown development plan with
connection to the Hwy 42 Corridor will show interested industries that we are
progressive.
Rosemount has a small town rural atmosphere, unlike other suburbs. I would like
to see these characteristics maintained and capitalized. It is a base for which we
can expand and grow. The beautiful old buildings in the downtown area should
be our point of pride. With a theme of this sort, people would have a sense of
community, spirit, and pride as it shows that our strength comes from our past.
The people of this community are the most important asset. With increased
communication, through inovative means, the people will become more
supportive of the downtown area and businesses. Communication is the
backbone of all endeavors.

My reasons as to why I wish to serve on the City Council are straightforward and simple. I've
-always had an interest in politics and government. I've helped out on campaigns of candidates
I've supported and served for two years on the City of Eagan, Advisory Parks and Recreation
Committee. My position with the Department of Human Services also affords me opportunity to
interface with the political process. So, I am very interested and always have been in government
and the idea of serving the public. Additionally, in spite of the fact that I, like a lot of the public,
have been disillusioned with politics, I still think that government can and often does play an
effective role in enhancing our way of life. As such, I would consider it an honor to serve the
residents of Rosemount on the City Council.
My vision is simple also. I hope that Rosemount will maintain its wholesome, small-town feeling
while continuing to grow. Such a goal will require careful guidance as well as sustained and
though tful long-range planning. I believe in balancing our rate of residential growth with careful

business planning. I also am a strong advocate of maintaining our environment. Irreplaceable
assets such as trees and wetlands need to be preserved as much as possible, and such preservation
needs to be incorporated in our long-range planning. Also, due to my experience in Human
Services,I will bring to the table a sophisticated understanding of some difficult issues which even
a small community like Rosemount is facing such as poverty,underemployment, minority issues
and subsidized housing. Even though these issues are oftentimes dictated primarily at the state
and county level I believe it is important for the City Council to be sensitive to these concerns
while minimizing as much as possible the potential negative impact some of these issues may have
on the quality of life in Rosemount.
Above all, if I am chosen to serve in this capacity I will want to encourage an appropriate
openness and receptiveness to citizens' concerns. I believe integrity and honesty are the most
essential characteristics one can bring to government. My personal experiences have taught me
that even if I disagree with an individual on an issue, I still have respect for that person if I am
treated with respect and sincerity. As corny as this sounds, I think this kind of attitude is essential
if governmental representatives are to restore public confidence in their motives and abilities.

It has been a long time ambition and goal that I have had since
moving to and becoming a part of the community of Rosemount to
get involved. I have had many experiences serving on several
organizational boards such as Church, Jaycees and many more.
Within the City Government, I have served on the Planning
Commission for two nears and am now enterincr a new three year
term on that same commission. As a citizen of the community
I needed to get involved for many reasons. The most important
being to assist in keeping the community a good place to raise
a family, yet to grow with the times with the concerns of the
people always in mind. You see, I am nothing special unless
I get involved in the community. Change does not happen the way
most intended unless people get involved and provide imputable
efforts to their goals . I have that ambition for this community.
I am confident in my actions and words by placing myself before
the Council and the citizens of Rosemount to serve them as a
member of the City Council . Thank you for giving me this
opportunity to continue to serve the community and its ' citizens
