On Tuesday night an update will be provided for City Council regarding current efforts to look at
expanding the MUSA for Rosemount. In the July 19, 1996 weekly information report, the attached
memo was provided outlining a tentative process and timeline for a MUSA expansion proposal.
Please consider the following points regarding this project.
1. On July 25, 1996 Staff met with Carl Schenk who is the Metropolitan Council's Sector
Representative for the City of Rosemount. Carl provided us with insight regarding a suggested
approach for moving ahead with this proposal. He also encouraged City Staff to begin with
assembling the data and information necessary to support the analysis of a MUSA expansion.
Land demand factors will be an important consideration. Once a preliminary study can be
assembled, he suggested a meeting with Met Council Staff to review the proposal before
proceeding with hearings, etc. This will allow us to gain a realistic perspective on what we can
expect to accomplish before stepping too far out ahead of the game. These steps should occur
before conducting a joint -work session with the Planning Commission and Council as identified.
2. The Empire Wastewater Treatment Plant is nearing it's current design capacity of 9 Mgd. Plans
are in place to expand the plant to 12 Mgd. by 1998. Rosemount may have an opportunity to
work with the MCES in diverting a portion of our Empire sewer area for the McNamara
property. We will be meeting with Carl and MCES Staff within the next 1-2 weeks to further
discuss this matter. This MUSA request will be considered independently of the larger
undeveloped properties east of Biscayne Avenue.
3. The City will need to consider the financial aspects of infrastructure improvements relative to
expansion of the service area.
4. There are legal considerations relative to property assessments which must be weighed in terms
of addressing current and proposed MUSA boundaries changes.
5. Decisions on both the City and developers' part will need to be made regarding active
applications in light of the 60-120 day rule.
6. Staff will be working on developing the background information for this project and will be
making further updates to the tentative schedule once the preliminary analysis is completed and
reviewed with the Met Council Staff.

Subject: MUSA Expansion Proposal
This memo is intended to provide a brief update on discussions to consider amending the City's
Comprehensive Guide Plan to accommodate growth and development by expanding Rosemount's
current Municipal Urban Service Area (MUSA) - In order to continue facilitating these
discussions, a tentative schedule has been put together which identifies an approach that could be
used to proceed with a MUSA expansion proposal. The attached outline should help to provide a
better conceptual understanding of the process and tasks that will be necessary in order for an
amendment to be considered. It should also be noted that the dates identified represent a very
aggressive time frame and would be considered a best case scenario for completion of the project.
At a minimum, the amount of lead time identified will be required to assemble the information
necessary in proceeding with a major change in the City's MUSA.
The City's current Guide Plan approved in 1993, calls for a limitation on the amount of land to
be allowed,for urban services and development through the year 2000. This is defined as the
City's current MUSA area. Growth staging for the year 2000 and beyond are identified in the
plan, however, action by the City and Metropolitan Council are required before any changes in
the existing MUSA can occur. The thrust for this initiative is primarily the result of development
proposals in the process of review by the City, along with other concepts which are being
proposed for consideration. A variety of issues also surround undeveloped property located
within the current MUSA area. These considerations will be further identified and evaluated as a
part of the overall study for this proposal.
Initial contacts have been made with the Metropolitan Council and we are now in the process of
attempting to schedule a meeting with their planning sector area representative for Rosemount.
An early meeting with the Met Council's representative will allow City Staff an opportunity to
identify issues up front and gain additional insight on the overall process being considered.
