A key part of this effort is gathering information from the member cities in the form of a series of interviews with elected officials and city staff. Ms. Jan Wiessner consulting with Springsted will be facilitating the worksession with the City Council and the Planning Commission. The attached route information describes the express service to downtown Minneapolis, I-35W from and back to Rosemount; as well as 42E which provides local service between Rosemount and the Burnsville Center. Recommended Action: No action is requested at this time. The results of the survey will be published and provided at a later date. Individual responses to the questions will remain anonymous. 1. In general, how well do you think the MVTA is meeting the current transit needs of your community? Excellent `� OK Very Good Poor 2. In your opinion, do residents of "opt-out"communities receive better transit service than residents of "non-opt-out" communities? ✓ Yes No Don't Know Comments: Tax revenues for transit are more likely to stay within the six member communities rather than spread across the entire region. 3. What feedback do you hear from residents about the MVTA's services or other public transportation services in the community? Very little feedback is provided. Our ridership is very small and hope that those who use the system are satisfied. 4. How can the MVTA help you respond to the public's concerns about transit issues? (refer people to us, have us call them directly, have us prepare responses for you, etc.) Currently most questions are referred to the MVTA. 5. How do you usually receive information about the MVTA (newsletter, newspaper articles, your representative to the MVTA Board, public meetings,etc.)? 1. Directly through the Boardmember or Alternate 2. Departments' weekly reports 3. Newsletter, Newspaper articles 4. Public meetings 1 • 6. Do you have any suggestions for how the MVTA could improve its communications with you-or with the public'? A "transit kiosk" located at the Rosemount Community Center, a "mini transit kiosk" in City Hall, Dakota County HRA offices, Senior housing and at several high traffic areas such as convenience stores and along the CSAH 42 bike path. Also, the press releases have been used in the quarterly news letter. 7. At which level(s)do you think transit planning and decision making should occur - the city, county, MVTA, Metropolitan Council and/or state levels? MVTA because decisions should be made at the same level that the service is provided. 8. Do you have any suggestions for how the MVTA can more effectively assist you in planning for your community's transit needs?(such as assist with comprehensive planning for transit in your community?) MVTA is included in the review of all development proposals that meet the thresholds specified by the transit provider. Indeed, most of the development proposals are below those thresholds but MVTA is notified anyway. 9. As you probably know, the MVTA does not have its own taxing authority and must have its budget approved by the Metropolitan Council. As budget pressures increase, the legislature may consider alternative funding options. Would you be willing to support the following I35W Solutions Alliance options for increased transportation funding? (Please check yes, maybe, or no for each option). Yes Maybe No A. Increase the state gasoline tax by 5 cents per gallon. The revenue raised would be used for highway and transit purposes. Estimated Revenue: $120 million. B. Allow the Metropolitan Council to increase the sales tax in the Twin Cities Metropolitan Area by an amount not to exceed 1/2%with the proceeds to be used for transit purposes as determined by the Metropolitan Council, assuring a negotiated equitable settlement with the opt-out providers. The revenue raised would replace the transit property tax levy and most of the state appro- priation for transit. Estimated Revenue: $154.5 million. C. Extend the general sales tax to retail sales of gasoline and appropriate the revenue generated to a constitutionally dedicated transportation fund which can be used for both highway and transit projects throughout the state. Estimated Revenue: $183 million. D. Do you have other suggestions for transportation funding? Comments: 2 10. Do you think expanded transit access could assist your community participate in the livable communities program? If so, please describe. Rosemount is participating in the livable communities program as part of a county wide "cluster" of participants in cooperation with the Dakota County HRA. Transit access is very important link between housing and jobs. In addition, the City would like to enable the transit dependant population with the ability to gain access to commercial and service providers, particularly to the Community Center and HRA offices. 11. There are many ways the MVTA and local governments can collaborate with each other. Please indicate your level of support for the following collaborative ideas by checking the yes, maybe or no columns. Yes Maybe No A. Support transit decision making at the local level. 6/ B. Support legislation to have MVTA funds go directly from counties to the MVTA (rather than go through the Met.Council). K. Consider consolidating transportation related planning, maintenance, development services at the city,county, and MVTA levels. V L. Provide additional security assistance at the park and ride lots, such a s having local police monitor security cameras. M. Provide supplemental city funds to support the MVTA. N. If transportation expenses qualify for TIF funds, would you be willing to use TIF funds to support transportation expenses? 3 • 12. y Do you have other suggestions for ways we can work together to increase the effectiveness of transportation services for this community? The bus stops and shelters might be enhanced with protected maps and kiosk type information to increase awareness. The small white busses seem to have a "generic" appearance and do not contribute to the MVTA "presence" in a manner similar to the large busses. 13. What are your community's current plans for development for the next 5, 10 and 15 years? (Please use additional paper or enclose copies of plans or reports if available.) The MVTA has been provided with a copy of Rosemount's Update 2000, the Cities' Comprehensive Guide Plan. Additionally, all amendments to the Guide Plan will be provided to MVTA as applicable. 14. Do you see your community's transit needs changing during the next 5- 15 years? If so, please describe. Transit dependant riders need a "circulator" that provides access to senior housing, commercial and service providers as well as the community activity centers. 15. What additional services should the MVTA consider providing? Suburb to suburb links across county lines, reverse commuting to link transit dependant employees with suburban employers. "Hub to hub" express busses. 16. Other comments, suggestions? Rosemount MVTA users are thought to utilize the larger park and ride lots in Apple Valley and Eagan because they are in the direction of the ultimate destination of the rider. Likewise, the Rosemount park and ride lot is probably used by riders from areas south of the city. The existing lot should be maintained and improved because the Rosemount ridership will increase as the population is expected to almost double by the year 2010. Much 4 of this development will occur east of the downtown business district and therefore, place a demand on the existing park and ride lot. Efforts should be made now for the enhancement transit services that will be needed in the future. 16. (continued) The MVTA system appears to cater to the commuters who are utilizing the express busses to downtown Minneapolis. What about the transit dependant riders who need to get to places within Dakota County and the Opt-out cities in general? There is a perception that there are a large number of "people at risk" who reside in Dakota County and are transit dependant. Those people are not represented by the policy makers who are elected officials or are appointed to advisory commissions and as a result, have a voice in transit related decisions. Enhanced "circulator" routes that provide regular access to services for people at risk would enable and enhance the delivery of services to the people who need them. As part of the livable communities initiative, housing opportunities should be linked to providers of employment counseling, CAC, food shelves, welfare services as well as the commercial areas of all of the member communities. Some service providers have lamented that transit for the transit dependant of Dakota County is difficult and are frustrated that "people are not able to get to us". Cooperation and coordination with the Dakota County Human Services department would be one initial step to provide this service. Transit dependant youth have needs that should be addressed. The youth of Dakota County are stranded! A "circulator" route that connects the youth recreational opportunities of the Community Center through the downtown, connecting with the commercial strip along CSAH 42 and the entertainment available 1/2 of a mile south on STH 3 to the Business Park where jobs are available is a good start. Rosemount,MN Coming Up 55068-0510 Phone:612-423-4411 Fax:612-423-5203 Joint Public Meeting with the City Council, Planning Commission and the Minnesota Valley Transit Authority SUMMARY OF WORKSESSION-FEBRUARY 13, 1996 Mayor Busho called the worksession to order at 5:30 p.m. She introduced Bob Thisel (Springsted) I and Jan Weisner(Weisner& Associates)to the City Council, Planning Commission and City Staff who were in attendance. Mr. Thisel related that the purpose of this joint meeting was to help the MVTA ascertain their long term strategic goals. He related that the MVTA sent out surveys to the parent bodies (6 Cities, the Dakota County Board and the Scott County Board) and is now in the process of meeting with each group to brainstorm on the direction that MVTA should take in the future. Mr. Thisel introduced i r of r Beverly Miller, the executive d recto o the MVTA, who related the history of the MVTA in Dakota County. Ms. Weisner then initiated the discussion with the City Council, Planning Commission and City Staff. Some issues and suggestions which were raised during this discussion include the following: 1. Send surveys to riders of the busses so that they can evaluate the service. 2. Increase public awareness of the MVTA through newsletters, commercials on local cable stations, bus benches, etc. 3. Bus schedule is not flexible to work schedules. Possibly ridership would increase if more bus stops were created in Rosemount. 4. Start a shuttle van service running from the Park&Rides in Rosemount to the larger Park&Rides in neighboring communities. 5. Create Park&Rides along CSAH 42 (possibly at the church located at Diamond Path Road or in Knowlans parking lot). 6. Create"express routes" to minimize the perception that it takes longer to ride the bus than it does to drive your car. 7. Create more inter-community routes that would hook up with hubs. The financing options for MVTA improvements were also discussed at length.. Ms. Weisner concluded that, in summary, 1)there was a barrier in that the public is not aware of the MVTA service, routes and stops; 2) a barrier exists in that the bus schedules and routes are not flexible to accommodate work schedules; and 3)that the City of Rosemount would be interested in increasing transit service in the community but not necessarily interested in funding this increased service.
