In response from City Council direction last Council meeting to investigate a proposal for LCMR funding, I
have prepared the following summary to acquire a portion of the Kelley property for purposes of prairie
restoration and preservation. Uses of this park include environmental education, passive recreation,
conservation, and preservation. This proposal is linked with previously awarded funding from the Outdoor
Recreation Grant in the amount of $50,000. The prairie acquisition is outlined in the Comprehensive Park
Plan and Development Guide.
It is proposed to acquire 15 acres of Kelley property adjacent to Carrolls Woods and Schwarz Pond. The
parcel is bordered by Williams Pipeline (and Koch Pipeline) to the North. In addition to acquiring land
from Kelley Trust, a contractor would restore the prairie area to its natural state and aggregate trails would
be constructed to access the area. A budget summary follows:

The recommended procedure for restoring prairie land is to burn the area annually for several years and to
burn every 3 to 5 years thereafter. I have requested Williams Pipeline and Koch Pipeline to respond to the
feasibility of burning near a pipeline.
I am requesting feedback and direction from City Council to proceed with a two page request for proposal,
required by LCMR by February 23, 1995.
RECOMMENDED ACTION: MOTION TO PROCEED WITH REQUEST FOR PROPOSAL WITH
THE STATED CRITERIA FOR LCMR FUNDING OF THE KELLEY PRAIRIE ACQUISITION.
