Attached are two memos. The first memo dated February 20, 1996, attempts to provide some background information, explain possible choices for fulfilling the equipment needs for the City of Rosemount, and then give rationale and funding possibilities towards that purchase. The second memo was prepared by the Fire Truck Committee which looked extensively at what kind of a vehicle would best satisfy our needs. That memo goes into more depth on justification of an aerial/platform truck versus any other type of vehicle. The vehicle we are interested in purchasing is a spec vehicle that is already coming down the assembly line. In purchasing such a vehicle savings of thousands of dollars can be realized. Administrator Tom Burt will provide information on funding alternatives that could be used to purchase such a vehicle. RECOMMENDED ACTION: Motion to authorize the fire department to pursue the purchase of an aerial/platform fire truck with the cost not to exceed $500,000. COUNCIL ACTION: MEMO TO: Mayor Busho Councilmembers Anderson, Carroll, Edwards, Wippermann FROM: Scott Aker, Fire Chief DATE: February 20, 1996 RE: Fire Truck Purchase In 1986, the City of Rosemount took delivery of its last piece of major fire fighting equipment, a pumper. Since that time all other scheduled purchases have been cut from the budget. The life expectancy of vehicles that have a 1970's vintage or older is approximately 20 years. A 1966 pumper which was scheduled to be replaced after 20 to 25 years, was not, and had to be discarded after 29 years. This vehicle has not been replaced as of yet. Our 1972 aerial truck was scheduled to be replaced somewhat sooner at 15 years because of its chronic mechanical problems and escalating costs to repair. All replacements to this vehicle, although proposed in numerous ways, shapes, and forms, have also been cut from the budgets. The most recent cut having taken place in 1995. In August of 1995, this vehicle failed to pass the ladder certification test and could no longer be used as an aerial until repaired. The cost to make these repairs, as council was advised, could be as high $30,000. Those repairs have not been accomplished. In October 1995, this same aerial truck developed starting problems. There was no money to repair the vehicle and that took the vehicle completely out of service. Instead of three pumpers and an aerial truck to serve the city as has been the case since 1972, we had only two pumpers. As of January 1996 the aerial truck starting problems have been addressed and resolved and it can now serve to relay water. We are still basically only being served by two pumpers. The aerial is of very little value if it cannot operate as an aerial vehicle. When the aerial replacement for 1995 was cut from the budget, council gave direction to re- evaluate the city's needs and bring this item back in early 1996 for consideration. In order to meet ISO requirements (insurance ratings for the city) it would be necessary for the city's fire department to have an elevated water source, a ladder truck, and to increase our pumping capacity. These three requirements are typically met with an aerial truck(water and ladder) and a pumper(pumping capacity). In addition to meeting ISO standards, the internal needs of the fire department would also call for these three functions being provided by two vehicles, an aerial truck and a pumper. The standard operating procedures of the department, fire load of the city, ordinances that control fire protection, and other demographics of the city, dictate these needs. The needs of each city dictate the primary reason for the acquisition of equipment. We have, however, assessed our needs with respect to what the surrounding departments could provide us through the mutual aid agreements and what we could also have in the area of equipment to supplement the other departments needs. Each city must first assess its own needs as each individual municipality will undoubtedly have unique circumstances that correspond only to their city. Surrounding departments have hazardous materials teams, cold water rescue/dive teams, command support vehicles, command vehicles, high-level rescue teams, and the like. These are specialty areas and pieces of equipment. We do not have any of these teams or pieces of equipment and we rely on the other cities to assist us in these areas. Our aerial platform and tanker for the most part and even our pumpers, since we are centrally located in the county, are the areas we have always been able to reciprocate and provide services to surrounding departments. But again, first and foremost, each cities' own needs are what predominately dictate equipment purchases. Apple Valley, the city who we work most closely with, does not have plans to purchase an aerial platform. Early in their development as a city, they developed ordinances that mandate the sprinkling of buildings. Rosemount did not adopt such an ordinance until approximately 1990. Since that time the city council has also chosen to exempt businesses from complying with that ordinance. Without a high percent of buildings with built-in firefighting suppression(sprinkler systems)the city must provide outside ways to suppress the fires. This outside method is more dangerous and the cost ultimately must be borne by the city in the form of additional equipment, vehicles, and additional firefighters. Our internal needs assessment would agree with the ISO standards for a city of Rosemount's size and demographics. We also feel the need to have an aerial platform for our elevated water source and ladder needs and, we also see a need to increase our pumping capacity. Ideally, two vehicles that could operate separately and provide these three functions would be the most desirable and ideal situation. When vehicles such as aerial/pumpers, pumper/rescues, or pumper/tankers are employed they inherently carry limitations. If committed in one capacity at an emergency scene, they cannot provide the other service they are designed for. At the present time in Rosemount's history and with the number of calls and the types of calls we are responding to, we do not feel that combining these functions into one vehicle would be extremely detrimental. At least it would not be extremely detrimental a large percentage of the time. Undoubtedly, situations will arise when two separate vehicles are necessary, but these situations should be so infrequent that the savings that would be realized by purchasing one dual- purpose vehicle instead of two distinct vehicles would far outweigh the disadvantages. 2 For that reason the vehicle_we are requesting authorization to pursue at this time would be an aerial/pumper that would also have high level rescue and elevated platform capabilities. If this vehicle was put into service during 1996, we would then not see a need to add any additional pumpers until such time as an additional fire station would come on-line in Rosemount. We also would not see a need to consider any type of an aerial device for at least 25 to 30 years into the future. A vehicle purchased at this time would have that 25 to 30 year life expectancy. *************** An elevated water source can be accomplished with a variety of vehicles. A Tele-Squirt, an aerial ladder, and an aerial platform can all provide these elevated water capabilities. A ladder can be provided by an aerial ladder truck or an aerial platform. A Tele-Squirt has a ladder, but it is primarily for emergency use. Realistic rescue capabilities can only be provided by an aerial platform. An elevated work surface can only be provided by an aerial platform. All three types of vehicles; an aerial platform, an aerial ladder, and a Tele-Squirt can today double as a pumper if it is so specified when purchased. As you can see if the needs are to operate as an elevated platform, have rescue capabilities, have a ladder, and also an elevated water source the common denominator for all these needs is an aerial platform. Rosemount does have a need to provide equipment and function in all these capacities. A picture of each type of vehicle has been included for clarification purposes along with the benefits and drawbacks of each vehicle for the City of Rosemount. The vehicle that is being requested is the pumper/aerial platform type. In addition to providing all the capabilities that an aerial ladder or Tele-Squirt can provide, an aerial platform would have many more advantages. Attached is a memo from the fire truck committee made up of Assistant Chief Mike Reis, Captain Mike Haeg, Lieutenant Kevin Tucker, and firefighters Dan Corrigan, Harold Zwart, and Scott Gardiner. Rationale for the purchase of an aerial platform truck versus any type t e of vehicle is also included in their memo. ********* This time of year would also be a very advantageous time to pursue such a vehicle. Manufacturers of aerial platforms typically have spec vehicles coming down their assembly lines during this time of year. During the winter months the manufacturers fill gaps in their work schedule and keep their crews working by constructing a generic truck that has not been committed to or ordered by any specific department. Because these vehicles are generic, have not had a great deal of manpower involved in the sales process, and carry very little overhead, they often times offer substantial cost savings if they meet the needs of the prospective buyers. Any truck that Rosemount would specifically spec out would not have any of the frills that are 3 available on trucks today. It would be a bare-bones vehicle that meets NFPA standards. For that reason we feel that we could take advantage of these spec type generic vehicles and they would most likely fit our needs very closely. At the present time we know of two such vehicles. This window of opportunity seldom extends past early summer. For that reason moving ahead at this time with no delays could prove to be extremely beneficial economically to the city. ******** In seeking funding for such a vehicle, the spokespersons who were opposed to the aerial fire truck being in a referendum were very clear. They do not want fire vehicles via referendums. The current task force also concurred and emphasized the need to provide for vehicles through the budgeting process, but as you are aware, they totally supported the idea of fire stations being put to referendum. Financing an aerial truck, if not by referendum, can be accomplished by a number of other means. Funding through the CIP budgeting process, lease purchase, equipment certificates, or financing by the manufacturer are a few of the opportunities available. This decision has been made after extensive research on all of the available aerial devices as shown in the attached comparison summaries. The purchase of this device is urgently needed for the following reasons. 1. Rescue - By having a platform versus any of the other aerial devices the Fire Department is given the opportunity to safely perform rescues from two-story residences as well as high rise apartments and townhouses. A truck of this nature allows the firefighters quick and safe access to the above ground windows and the mobility to move from one window to another in a matter of seconds to perform multiple rescues. Even more important than being able to reach the victims is the ability to safely transport them to the ground. The platforms are equipped with swing gates to allow the victims safe and easy access from the window to the platform. An aerial platform can safely hold up to five people so it can be used for several rescues before being lowered to the ground to drop off the victims. An elderly person or one who is incapacitated can be lowered safely and doesn't need to attempt to climb down a ladder. The device also increases the safety of the interior fire attack crews by giving them a secondary means of exit in the event that they are trapped or conditions change for the worse while advancing on the fire. 2. Quicker fire knockdown - In nearly all structural fires, several operations must be performed simultaneously in the first minutes in order to save the structure. The most vital of these operations is ventilation of the roof, which allows the hot smoke and gases to escape. This allows greater visibility and reduces the danger of flashover or backdraft for victims trying to find their way out or for firefighters trying to enter. A platform allows us to perform ventilation of the roof in a much safer and quick manner. Two personnel can perform this function from the safety of the platform without exposing themselves to the dangers of roof collapse. The tools needed for this job are kept in the basket so that they would not have to be shuttled up and down on ladders. The platform is also used as a water hook-up point and the swing gates are used as a point of entry for interior hoseline crews to make an attack from exterior windows rather than having to drag hoses up several flights of stairs and risk being cut off from their entry point. 3. The most cost effective option - By purchasing an aerial platform, the fire department would in effect be replacing two trucks with one. These trucks are now designed in such a way that they function as an attack pumper as well as an aerial device. This truck would replace the 1966 pumper that was removed from service last year and our current 1975 aerial platform. The price of a basic pumper today is over $200,000.00, but this isn't even an option because the city needs an aerial device in order to maintain its' ISO rating. The cost of a ladder truck in the 65' to 75' range is as high as $450,000. The problem with these trucks is that we would be gaining little other than raising our deck gun up to this height at a cost of $250,000 over the price of a pumper. That is a tremendous amount of money spent for very minimal gain. By spending $525,000 to $565,000 on an aerial platform we would not only be gaining the reach of our waterway, but all of the other benefits that go along with it. The extra $75,000 to $115,000 for an aerial platform versus a ladder truck is a tremendous bargain. The committee also looked at 100' aerial platforms, but the price of these is well over $600,000 and we feel that we can accomplish nearly as much with the shorter platform. The height is not nearly as critical to our operation as the overall capabilities and versatility of the truck, therefore the extra expense for the 100' platform can not be justified. At the time of the 1993 referendum no one was manufacturing any platforms in the 75' range, which is why we had pursued the 100' option. To the untrained eye, there may not appear to be very much difference between a 75' ladder truck and a 75' platform, but to those of us who will be using it, there is absolutely no comparison between the two. The city of Rosemount has had an aerial platform since 1975 and now is not the time to lower our standards of fire protection. We are not asking for anything fancy or extravagant, we are merely asking for a no frills truck that will allow us to continue to provide fire protection to the citizens and businesses of Rosemount in an efficient and safe manner. Rosemount is continually growing and we need to make decisions that fit our needs of today as well as into the future. We are taxpayers too, and we completely understand and support the most cost effective use of our tax dollars. That is why we must insist on spending the extra money to get the right truck for our needs rather than taking the cheaper alternative and regretting it for the 30 years that this truck will be around. Since completing its research the committee has learned of the possibility of a 75' platform demo model which is currently being built by LTI and should be completed in April or May. The price for this truck will be in the $500,000 range. Demo models are normally less expensive due to the fact that they are being built without anyone having committed to buy the truck. The drawback is that they are not normally on the market long before someone purchases them. This opportunity is definitely worth pursuing, but there is no guarantee that the truck will still be available at the time that the city is ready to make a purchase.
