As you are aware, the City has participated in a Joint Powers Agreement with other area
cities for the purpose of purchasing street maintenance materials and services for the
past number of years. This allows the City to take full advantage of purchasing in large
quantities creating an economy of scale so that the City can realize the savings which
are normally enjoyed only by large communities.
This cooperation between communities is being valued by the current State
Administration. In recognition of these joint and cooperative efforts, Governor Carlson
has issued the attached "Certificate of Commendation". Praise should be given to the
City's previous Staff for beginning this program, and working in cooperation with other
cities to provide excellent services at the most economic prices.
The "Certificate of Commendation" reads as follows:
"In recognition of your partnership efforts in the joint bidding of street maintenance
materials program to provide quality products at a lower cost, this commendation is
presented to the City of Rosemount with the appreciation and respect of the people of

Dear Ms. Barnes-Driscoll:
As the Mayor of Rosemount and##year resident,I have recognized and appreciated that
the city of Rosemount is fortunate to have an environment in which businesses and
citizens reside in harmony.
A leader in making this happen is Koch Refining Company. Koch has consistently
shown a commitment to listening to its neighbors and improving its environmental record
while dedicating itself to providing cleaner fuels for homes, businesses and farms. For
this, the company should be commended.
Therefore, I nominate Koch Refining Company for the Governor's Award for Excellence
in Pollution Prevention. Koch has done an outstanding job of preventing,reducing and
reusing their own wastes. As a result,the entire community is better.
An Award of Excellence from the Governor is honor that is well deserved by Koch
Refining Company,L.P.
