Burt, City Administrator SUBJECT: Add - On for April 2, 1996 City Council Meeting New Business, Call Special Meeting April 10, 1996 The Minnesota Extension Service is hosting a meeting on the future planning for the University of Minnesota Experiment Station and Research Center. This meeting will be in the Chamber, here at the City Hall on April 10, 1996, at 7:00 p.m. Planning Commission and City Council are invited to attend. In the past our city attorney has advised to call any meeting where three or more council members will be present as a Special Meeting to be incompliance of the Open Meeting Law. Therefore, I advise that Council calls a Special Meeting on April 10, 1996. Attached is the letter of invitation with further information. CITY ADMINISTRATOR ATTACHMENTS: LETTER, PUBLIC NOTICE APPROVED J On Friday, March 29th, I received a letter from the Minnesota Extension Service inviting City Council and the Planning Commission to a meeting on April 10, 1996, at 7:00 p.m. Planning Commissioners will receive a memo regarding this. The purpose of the meeting is to help determine future planning for the University of Minnesota Experiment Station and Research Center. Our city attorney has advised that whenever three Council Members are together a Special Meeting should be called in order to comply with the Open Meeting Law. Therefore, I advise that Council calls a Special Meeting on April 10, 1996, at the Rosemount City Hall Chamber, at 7:00 p.m. RECOMMENDED ACTION: MOTION to call a Special Meeting for the City Council on Wednesday, April 10, 1996, at 7:00 p.m. at the City Hall Council Chamber. The experiment station and research center have been under several long range plans in the past. As the University of Minnesota continues to keep relevant with it's research mission, the roles and activities of the station and center continue to change. An advisory council has been utilized to interact with the community as the University of Minnesota has modified the activities of the experiment station and research center. Now the university is embarking on a new/revised long range plan for this property. They have asked me to facilitate a meeting to gather input from the community as this planning takes shape. I would like to invite you to an informational/input meeting on Wednesday, April 10, at 7:00 pm at the Rosemount City Hall in Rosemount. Dakota County Commissioners, the Rosemount City Council and Planning Commission, the Coates City Council, the Vermillion Township Board, the Empire Township Board and Planning Commission, the University of Minnesota, Rosemount Advisory Council and several staff from the University of Minnesota Central Administration and the College of Agriculture, Food and Environmental Sciences will be in attendance to share and listen. Over 19 hours of hearings have been held in the House and Senate since the Final Report was released just two weeks ago. The recommendation was clear that we neither need, nor can afford, a new airport. Still, the 1996 legislature has been reluctant to adopt this report and permanently release land use controls over the relocation site between Rosemount and Hastings. SOAR„ Inc, has been privileged to work closely with the City of Rosemount and its citizens for the past five years. The board has endeavored to serve the partner units of goverment well through close monitoring of the Dual Track Process, coordination of testimony and written comments, communication and planning with the staffs of the metropolitan agencies,and lobbying. Since December 1995,the funding of a full time lobbying position has been funded by Marshan Township and the City of Hastings. This has enabled the City of Rosemount to benefit from the SOAR partnership,that now includes the 494-corridor's Association of Sensible Airport Planning, Northwest Airlines, the Minnesota Chamber of Commerce, the Minnesota AFL-CIO and its affiliated unions, the Sierra Club, Land Stewardship Project, Association of Minnesota Counties,the Metropolitan Inter-County Association,the Minnesota Farm Bureau, and many others_ SOAR appreciated the stated intention of the City to provide some funding to offset the costs of the 1996 lobbying effort. Three specific projects were undertaken to communicate timely messages to key constituent groups: February 15: Ig Class letter to 9,500 township officers statewide COST; $4,556 February 19: 1ffi Class letter to 900 township officers, key Senate Dist. COST: $ 490 February 25: Lapel stickers for legislative hearings COST: $ 195 TOTAL: $5,241 ;c. Page Two ,,, The two direct mail letters were successful in raising awareness among township a officers about the pending legislation, and inspiring grassroots lobbying. SOAR respectfully requests that the City Council revisit the prior commitment for .( funding and authorize appropriation of those funds at the earliest opportunity. it is important to reiterate that SOAR has operated as a volunteer entity with donated professional lobbying and legal services since 1990, until engaging in a session-only lobbying contract for 1996 Session. SOAR has survived with a broad base of small donations, local corporate support,and major funding from Marshan Township and the City of Hastings. Questions about the administration of those funds may be directed to Wendy Wustenberg, SOAR President, Kevin Carroll, Vice President and Rosemount Council Liaison,or Paul Hicks,Executive Committee Member and Hastings Council Member Liaison.
