Minutes It is with great pleasure that I present for consideration before the City Council the Final PUD Development Plan and Plat for the Dakota County HRA Senior Housing development proposed for Cameo Avenue and Lower 147th Street. Please refer to the attached planning report for further details and a summary of the proposed project. Staff finds that the proposed design of this much needed senior housing development for the City is of exemplary design and reflects a substantial enhancement to the neighborhood; which the community as a whole can be very proud of for many generations to come. The Dakota County HRA has really gone the extra mile to work with the community and has done an excellent job through their architect & site planner to respond to issues identified by the immediate neighborhood, in addition to those stipulations required in the Council resolution approving the Concept PUD last fall. Upon approval by the City Council on Tuesday night, the HRA will plan to proceed with bidding out for construction of the project in mid September with a proposed construction start date anticipated for this fall, dependent upon the bids received. Staff recommends approval of the project subject to the conditions identified in the attached draft resolution for the City Council's approval of this request. Recommended Action: MOTION to adopt a resolution approving the Final Planned Unit Development Plan and Plat for Rosemount Senior Housing. City Council Action: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1996- A RESOLUTION APPROVING THE FINAL PLANNED UNIT DEVELOPMENT PLAN AND PLAT FOR ROSEMOUNT SENIOR HOUSING WHEREAS, the City Council of the City of Rosemount approved the Rosemount Senior Housing Concept Planned Unit Development and Comprehensive Guide Plan Amendment on August 15, 1995; and WHEREAS, the City Council of the City of Rosemount approved the rezoning for the Rosemount Senior Housing property on August 25, 1995; and WHEREAS, a plat for Rosemount Senior Housing was submitted and action was subsequently tabled by the City Council of the City of Rosemount on August 15, 1995; and WHEREAS, the City of Rosemount has received an application for approval of the Rosemount Senior Housing Final Planned Unit Development and plat; and WHEREAS, the Final Planned Unit Development and plat is in conformance with the approved Concept Planned Unit Development; and WHEREAS, on August 27, 1996, the Planning Commission of the City of Rosemount reviewed the Final Planned Unit Development and plat and has recommended approval of the Rosemount Senior Housing Final Planned Unit Development and plat subject to conditions; and WHEREAS, a letter of waiver has been received by the City of Rosemount from the applicant extending the 120 -day reviewal requirement. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby approves the Final Planned Unit Development Plan and Plat for Rosemount Senior Housing subject to: 1. Relocation of the resident garden plot; 2. Incorporation of recommendations relative to grading and onsite utilities from the Public Works Department; 3. The project is a residential planned unit development primarily because it involves the assembly of a number of parcels by platting. On August 15, 1995, the City Council adopted resolutions approving the Comprehensive Guide Plan Amendment, and concept approval of the PUD. Subsequently, on August 25, 1995, the property was rezoned to R-4 Multiple -Family Residential. The PUD concept approval had five conditions: 1. A review of the underground parking driveway access design and a redesign of the parking/circulation setback which eliminates the setback variance and provides a detailed plan for screening the driveway and parking lot from property to the west. * The driveway access and parking/circulation have been redesigned and the previously identified variance has been eliminated. 2. Submission and approval of a detailed landscaping plan for the entire project with the final development plan. The landscape plan is attached which achieves all objectives and exceeds all applicable requirements. 3. Submission and approval of a revised final building design which architecturally softens the three-story design features of the entire building. * The revised building design achieves the objective in the opinion of Staff. 4. Full compliance with all requirements of the Rosemount Zoning and Subdivision Ordinances, except as may be approved through the PUD. The only variance identified at this time is for building height. The top of the gable is 39 feet high - four feet higher than the standard of 35 feet. 5. Box 510 Rosemount, MN 55068-0510 Phone: 612-423-4411 Fax: 612-423-5203 RE: Site Plan Review For the Dakota County HRA Senior Housing Project PROPOSAL This site plan review is the final development plan for the Dakota County HRA Senior Project consisting of 44 multiple dwelling units in a single building of three stories to be located on 2.45 acres on the north west corner of Cameo Avenue and 147th Street West. The PUD process has been utilized because of the assembly of a number of parcels by platting. The PUD process offered the County the ability to proceed with the lengthy funding process based upon an approved concept without incurring the cost of preparing construction documents. ACCESS, CIRCULATION AND PARKING The site has two driveway entrances, one each on Cameo Avenue and 147th Street West. The driveways are connected by a gradual "s" shaped interior drive with a pick-up/drop off lane at the front entrance and 10 visitor parking spaces. A ramped driveway provides access to underground parking for 39 cars. The required parking for senior housing is 22 cars based upon the number of dwelling units. BUILDING CHARACTERISTICS The building consists of two residential wings arranged at right angles to the main entrance area that contains the community dining area, kitchen, laundry, offices and group areas. A large porch dominates the lower story and main entrance and includes a gazebo on the south east corner of the building and a screened in area. The two wings containing living quarters are three stories tall, but the vertical effect is softened by the 11/2 to 2 story community/dining area (with loft ceilings). The building mass is further broken up by a variety of gabled roofs, vertical window elements and bold use of building materials. The largest three story wall surfaces are to be faced with brick, and no maintenance lap siding is intended for the remaining wall surfaces. The elevator shaft area provides a decorative accent which adds additional interest to the building. However, it must be said that a flat roof would be functional, allow possibly four stories and meet the height standard with a much more institutional look. The roof eves are at approximately 25 feet heights, so that the half way point of the roof is at 32 feet. Staff is of the opinion that all of the findings required of PUDs are met even though the concept is already approved. GREEN SPACE AND LANDSCAPING The combined building and paved areas combine to about 27% lot coverage which is significantly lower than the 75% lot coverage maximum. The landscaping plan indicates twice as many trees as required and almost four times as many shrubs as required by ordinance standards. Boulevard trees are spaced at forty and fifty foot centers along both frontages, and extensive evergreen tree plantings separate the western driveway from the adjacent single family residences to the west. PLATTING ISSUES Platting has been required to combine the assembled parcels into one lot. The plat conforms to subdivision ordinance standards and the necessary drainage and utility easements have been provided. RECOMMENDATION Motion to recommend approval of the plat combining all of the parcels to the City Council with no conditions; and, Motion to recommend approval of the final development (site plan) to the City Council subject to: 1) incorporation of recommendations relative to grading and onsite utilities from the Public Works Department; and, 2) conformance with all applicable building and fire codes. The following is a review by the Public Works/Engineering Department of the "Grading, Utility, and Erosion Control Plan" for the Rosemount Senior Housing site at the corner of Cameo Avenue and Lower 147th Street West. The plan was received by the Public Works/Engineering Department on August 22, 1996. The revised application requests approval of a 44 unit building which can replace the application submitted last July 1995. In addition, enclosed is a check for $200.00 to cover the required concept approval fee. The HRA submitted the $500.00 PUD fee and $1,000.00 escrow fee last summer. The Rosemount senior housing development consists of a 44 unit building with underground parking. The development is designed with one, two, and three story elements. It is equipped with an elevator with elevator service to all floors. There is community dining, parlor, lounges, laundry and library spaces. For this application, the survey and plat were submitted today by our surveyor under a separate cover letter. Attached please find a detailed site plan, grading plan, landscape plan, and building plans prepared by our consulting architectural firm, BRW Ellness Architects. The Rosemount senior housing development is one of ten senior housing buildings to be constructed under the Dakota County Capital Improvement Plan. The County plan was approved to provide attractive affordable housing for seniors in ten different communities throughout Dakota County. Currently, the HRA has completed and is managing seven of these senior housing facilities, two are under construction, and the Rosemount building will be the tenth to be constructed. The recording secretary has placed the Affidavit of Publication and Affidavit of Mailing and Posting of Public Hearing Notice on file with the City. Assistant Planner Pearson reviewed the site plan and building elevations for the senior housing building. He stated that the Concept PUD was approved with conditions of which this proposed Final PUD complies with. Mr. Pearson mentioned that 75% lot coverage is allowed and this proposal has only 27% lot coverage. The applicant is also proposing twice as many trees as required. Kari Gill, a representative of the applicant, stated that this budding is part of the Senior Housing Development Program of which 10 such facilities will be located in Dakota County. This building is the 10th facility. She mentioned that there is an extensive waiting Est for all of these facilities. Jay Nelson, architect for the applicant, reviewed the circulation on the site and the roof design. He mentioned that he spoke with one of the neighbors while waiting for the public hearing and the applicant has agreed to move the gardens in the northwest comer of the site further away from the neighbor's property line. Steve Heimer, Lower 147th Street, thanked the applicant for cooperation on the increased buffer zone to his property. He felt that this development would be an asset to his property. Mr. Stoffel, 146th Street, had hoped that the applicant would buy his property also. He is happy now that the gardens will be moved farther from his property line. As there were no further comments from the audience, MOTION by DeBettignies to close the public hearing. Seconded by Tentinger. Ayes: Shoe -Corrigan, McDermott, DeBettignies, Tentinger and Droste. Nays: 0. Motion passes 5-0. Member DeBettignies congratulated everyone involved in this project. Member McDermott commented that it appeared that all issues raised at the beginning of this process had been resolved and felt this building would be an asset to the community. A short discussion occurred regarding parking availability on the site. Member Tentinger requested that additional parking spaces be added to the above -ground parking to which Mr. Nelson replied that a few additional spaces could be added. Member Shoe -Corrigan commented that this was a beautiful building and will be an asset to the community. Chairman Droste agreed with previous comments and mentioned that he too was concerned with the availability of parking. Assistant Planner Pearson mentioned that the applicant is already providing double the required amount of parking. Senior Planner Mack also commented that the residents in the area widely agreed that the current wide streets be retained for on -street parking for all. Civil Engineer Litterer requested that since the garden is going to be moved, that the grading plan be reviewed to compensate for this move. MOTION by McDermott to recommend approval of the administrative plat and final development plan for the Dakota County HRA Senior Housing project subject to: 1) incorporation of recommendations relative to grading and onsite utilities from the Public Works Department; and 2) conformance with all applicable building and fire codes.
