The plat consists of eight single family lots approved as a preliminary plat by the City Council on October 3, 1995. The property is zoned R-1, Single Family Detached Residential. Seven lots will front 144th Street West and a corner lot will front Chili Avenue. All lots exceed applicable ordinance standards. The irregular shape of the property will result in generally large lots. No variances will be required. Park dedication will be in the form of cash contribution at the currently established rate. Sidewalks are inplace as are the utilities. The plat includes land that was absorbed by the realignment of Chili Avenue. The right-of-way should be dedicated in this area as part of the plat. On February 27, 1996, the Planning Commission reviewed the final plat and passed a motion to recommend approval after clarifying the location of several trees that remain on the property. Recommended Action: MOTION to adopt resolution 96- approving the final plat for Carrollton Fifth Addition City Council Action: CITY OF ROSEMOUNT DAKOTA COUNTY,MINNESOTA RESOLUTION 1996- A RESOLUTION APPROVING THE FINAL PLAT FOR CARROLLTON FIFTH ADDITION WHEREAS,the City Council of the City of Rosemount approved the Carrollton Fifth Addition preliminary plat on October 3, 1995; and WHEREAS,the City of Rosemount has received an application for approval of the Carrollton Fifth Addition final plat; and WHEREAS,the final plat is in conformance with the approved preliminary plat; and WHEREAS, on February 27, 1996, the Planning Commission of the City of Rosemount reviewed the final plat and has recommended approval of the Carrollton Fifth Addition final plat subject to conditions. NOW, THEREFORE,BE IT RESOLVED, the City Council of the City of Rosemount hereby approves the Carrollton Fifth Addition final plat subject to: 1. development and construction of building pads, incorporation of grading practices and erosion control methods according to minimum standards as approved and on file with the City Engineer; 2. provision of landscaping as required by zoning ordinance standards with credit available for preservation of existing significant boulevard trees; 3. dedication of right-of-way for the realigned Chili Avenue; 4. park dedication in the form of cash contribution at the rate established by resolution; and, 5. payment of G.I.S. fees at the rate established by resolution. Ayes: DeBettignies, Tentinger, Droste, hoe-Corrigan, McDermott.Nays: 1 Senior Planner Mack mentioned that the City Council, at its meeting of February 20, 1996, authorized the Parks& Recreation Director to apply for an LCMR Grant for the acquisition of Tapp ximately 15 acres of park land on the Kelly Trust property adjacent to Carrolls Woods Park. Re stated that this grant would be an extension of a previous grant. New Business; Carrollton Partnership - Carrollton Fifth Addition Final Plat Assistant Planner Pearson stated that Don Carroll was here to request approval of the final plat for Carrollton Fifth Addition. He mentioned that this plat consists of 8 single family lots and is located on the corner of 144th Street West and Chili Avenue. All lots exceed minimum standards and, no variances are requested. Mr. Pearson related that the plat includes land that was absorbed by the realignment of Chili Avenue, therefore, the right-of-way in that area should be dedicated. In summary, Mr. Pearson stated that the final plat is consistent with the approved preliminary plat and staff recommends approval with a minimum of conditions. MOTION by DeBettignies to recommend approval of the final plat for Carrollton Fifth Addition to the City Council subject to: 1) development and construction of building pads, incorporation of grading practices and erosion control methods according to minimum standards as approved and on file with the City Engineer; 2) provision of landscaping as required by zoning ordinance standards with credit available for preservation of existing significant boulevard trees; 3) dedication of right-of- way for the realigned Chili Avenue; 4) park dedication in the form of cash contribution at the rate established by resolution; and, 5) payment of G.I.S. fees at the rate established by resolution.
