On February 16, 1996, bids were received for items on the Joint Powers Agreement for
sealcoating, sweeping and striping. We are planning to utilize the sealcoating, striping and
cracksealing items from this Joint Powers Agreement which will be funded by line items in the
Operating budget. We will contract on our own for sweeping services which has worked to
our advantage in scheduling. The price for sweeping is the same as bid in this Joint Powers
Agreement, which is up 3% from 1995. The Joint Powers Agreement was approved by the
City Council on January 16, 1996.
Allied Blacktop from Maple Grove is again the low bidder for sealcoating and the price has
actually decreased by 1 %. AAA Striping from Rogers, Minnesota is again the low bidder for
traffic markings and the price has had a dramatic increase of 32%. Asphalt Surface from St.
Cloud was the low bidder for cracksealing which had a 2% decrease in bid prices. We are
proposing to crackseal and sealcoat areas in the Country Hills, Carrollton 2nd, Carrollton 3rd
and Shannon Hills Subdivisions in 1996.
Staff recommends approval of the bids and award of the contract to the appropriate low
bidders.
RECOMMENDED ACTION: MOTION TO APPROVE BIDS AND AWARD THE CONTRACT AS
SUPPLIED BY THE JOINT POWERS AGREEMENT FOR STREET MAINTENANCE MATERIALS
AND SERVICES.

Award of bids is scheduled for the Burnsville City Council meeting of March 4, 1996. Per the Joint
Powers Agreement, would you review the bids that pertain to your City. If you concur with the attached
