S.O.A.R. representatives have requested that the Rosemount City Council consider approval of a
resolution supporting action by the 1996 Minnesota Legislature that would conclude the Dual
Track process and, among other things, eliminate the options of planning for or preservation of a
new airport site in Dakota County. S.O.A.R. is requesting approval of this resolution next
Tuesday night in order that it may be presented as a part of the public hearing testimony on the
Draft Environmental Impact Statement scheduled the following night on Wednesday January 17,
1996 in the Hastings High School Auditorium at 7:00 p.m.
As of this time, the bill intended to be introduced by Senator Mondale at the beginning of the
1996 State Legislative Session has not been reviewed by Staff. It is anticipated, however, that the
language contained in the bill will essentially bring an end to the Dual Track Airport Planning
Process with a decision by the Legislature one year sooner than the scheduled action during the
1997 Session. It is also expected to eliminate from further consideration, the prospect of a new
airport at the Dakota County Search Site in favor of maintaining the present airport location. The
details of whether the legislation will support expansion of the present airport location and /or
other programs, such as sound insulation of existing homes in the current Airport environs, is not
known at this time.
The primary intent behind the proposed Council resolution would be to serve as the City of
Rosemount's official position in support of a legislative initiative that would bring about an end to
the on -going Dual Track Process and any continued planning for a new airport site. This position
is consistent with several past resolutions and positions taken by the City of Rosemount. The
resolution is also consistent with similar language that is being considered by the City of Hastings
and other Townships & Cities in the Dakota County Airport Search Area.

A RESOLUTION REQUESTING A LEGISLATIVE DECISION
IN 1996 TO END THE DUAL TRACK AIRPORT PLANNING PROCESS
WHEREAS, the necessary research and analysis required for and by the Dual Track Airport
Planning Process was essentially completed by the recent publication of the Metropolitan
Airport Commission's Environmental Impact Statement, which clearly indicated that our current
world class international airport can continue to adequately serve the State of Minnesota until at
least the year 2020; and
WHEREAS, the estimated $5 billion cost of a new airport facility, plus the estimated $10 billion
cost of additional required infrastructure, would therefore represent unnecessary expenses for
the people of the State of Minnesota and for the resident airlines that serve our State; and
WHEREAS, the costs of unnecessary airport expenditures would adversely affect thousands of
permanent jobs in the airline industry, and thousands of other jobs in the many service industries
that are dependent upon a viable, healthy air transportation hub and related aircraft maintenance
operations;
NOW, THEREFORE, BE IT RESOLVED, that the City of Rosemount hereby calls upon the
1996 Minnesota Legislature to act decisively to:
1. immediately end the costly Dual Track Airport Planning Process,
2. release any current and/or future airport- related site protection controls affecting the
people and local governmental units of Dakota County,
3. endorse comprehensive noise mitigation efforts to alleviate airport- related noise
problems in affected neighborhoods, and
4. support the ongoing efforts of the Metropolitan Airports Commission and our resident
airlines to effectively cooperate with one another in operating and improving our current
airport facility.

MEMORANDUM

During a recent telephone conversation with Andrew, we discussed some
recent developments in the airport planning process. We talked about the
fact that one of the final (and most important) public hearings on the
MAC's Environmental Impact Statement will be held in Hastings on January
17th (the day after the next Rosemount City Council meeting). We also
discussed the bill that Senator Mondals intends to introduce when the
1996 Legislature convenes in a few days. Although I may not be able to
provide you with a copy of that bill until next week, at this point I
anticipate that it will include several provisions that would directly
or .indirectly benefit the City of Rosemount. Those provisions would
include a requirement that the Dual Track process be ended immediately;
a determination that a neither a new airport nor "remote runways" will
be built near Rosemount or anywhere else in Dakota County; 'and a
prohibition against any type of "land banking" or "site protection" that
could adversely affect the ability of local governmental units (such as
the City of Rosemount) to plan and govern their own development.
I personally believe that the City of Rosemount, through its City
Council, should continue to clearly and publicly state its position on
these important issues. I have therefore taken the liberty of providing
you with a draft of a proposed resolution that (if adopted) would
demonstrate the City's strong desire to end the Dual Track process during
the upcoming Legislative session. SOAR (Stop Our Airport Relocation) is
working with other cities and townships to get similar resolutions
adopted elsewhere in Dakota County, and thoughout the State of Minnesota.
These resolutions will be submitted in connection with legislative
hearings on Senator Mondale's bill. In addition, if the City of
Rosemount adopts a resolution of this type, a City representative could
present it to the Metropolitan Airports Commission at the upcoming public
hearing in Hastings on January 17th.
if you elect to put this matter on the agenda for,.the next City Council
meeting on January 16th, SOAR's President (Me. Wendy Wustenberg) may be
able to attend the meeting to answer questions about the proposed
resolution. If she is not available, I will be happy to respond to any
questions that are posed.
