Lotter, Administrative AGENDA (TEM # 3 A ATTACMdENTS: Resolution, Survey Results APPROVED BY: submitted to Tom Burt and Dan Rogness This resolution has been prepared for the City Council's consideration in response to a growing concern over public safety issues relating to the number of days garbage trucks drive through the City's residential neighborhoods. It is therefore being recommended that the Council designate Monday and Tuesday as the garbage and recyclable material collection days. Taking this action will also reduce the number of days that garbage is sitting out by the street for pick -up. A survey was conducted to determine which days could be designated and cause the least disruption to the citizens. 3,113 out of 3,435 accounts are already serviced on Monday and Tuesday and most of the haulers preferred one or both of these days of the week as the designated days. RECOMMENDED ACTION: Discussion only. COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION NO. A RESOLUTION FOR DESIGNATING THE DAYS OF GARBAGE COLLECTION IN THE CITY OF ROSEMOUNT WHEREAS, the City Council of Rosemount wishes to protect the public health, safety and welfare of the citizens; and WHEREAS, the City Council wanting to promote the public safety by reducing the number of days that garbage trucks are driving throughout the City of Rosemount and reducing the number of days garbage is sitting out to be collected; and WHEREAS, the City Council of Rosemount finds it necessary to designate the days of garbage and recyclable material collection by the various licensed haulers in Rosemount. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount orders Monday and Tuesday to be designated as the permitted days of residential garbage and recyclable material collection within the City. Lotter, Community Development Intern Subject: Garbage Collection Coordination Survey Results Date: January 22, 1996 I have currently received all of the collection coordination surveys with the exception Waste Management's survey. I have attempted to summarize the information as coherently as possible below. First, I will summarize the days of the week that companies prefer. Then I will indicate the number of stops per week each company has in Rosemount. Finally, I will provide an overview of the written comments the various haulers voiced on the survey. When reading this information, please make note of the fact that Eagan currently designates Monday, Wednesday and Friday as pick-up days. Haultech 1)Tues. & Thurs. 2)Wed. & Thurs. 3)Tues. & Wed. Mon = 85 stops Tues = 265 stops Thurs = 7 stops Mendota Rubbish 1) Mon & Thurs 2) Mon & Wed 3) Wed & Thurs Total # of stops: 400 Mon = 200 Wed =100 Thurs =100 The total traffic per day of the week by all residential haulers combined is as follows: Monday: 1,515 Tuesday: 1,598 Wednesday: 106 Thursday: 210 Friday: 6 Total: 3435 The first note worthy comment would be to notify the haulers of any decision we make well in advance of it taking effect. Lakeville specifically stated that Monday, Wednesday and Friday will not work for them as possible collection days because of Eagan's collection policy which designates those three days for garbage pick -up. BFI stated that any combination of collection days other than Monday and Tuesday would cause serious route concerns for them. Recommendations Monday and Tuesday seem like the most appropriate days for collection in the City of Rosemount. 3,113 of the 343 5 residential accounts in Rosemount are already collected on these two days. If we wanted to add a third day to help provide more flexibility, I would suggest Thursday. Two hundred ten (210) residential accounts are already handled on that day, leaving only one hundred twelve accounts that would have to be rescheduled. Waste Management responded with the following information. Their choices in regards to pick- up days 1) Wednesday 2) Thursday: they have 22 stops in Rosemount.
