At the May 16, 1995 Council meeting a. petition was received from Wensmann Addition area
residents for the installation of Stop signs on 152nd and 153rd Streets at Darjeeling or
Danbury in the southwest corner of Rosemount. Staff was directed to investigate the traffic in
the area and determine whether or not these "Stop" signs were warranted.
As you are aware, the City has always followed the Minnesota Manual on Unif rm Traffic
Control Devices for the installation of signage. In 1993 this area was investigated and "Stop"
signs were installed on all the connecting streets to 152nd and 153rd. "Stop" signs were also
installed on Darjeeling on either side of 155th Street. Speed limit signs have also been installed.
In 1993 there were areas of Darling Path, 156th Street, Danville and Danbury Avenues which
were not developed and the streets were not yet constructed. (Cross-hatched on 1993 map)
Staff took traffic counts over the last few weeks which are shown on the July 1995 Traffic
Volume Map. An accident report also was prepared for the area. OSM Traffic Engineering was
asked to investigate the area per the request for Stop sign installation.
The OSM report concurs with Staffs previous recommendations in the area. Traffic warrants
are not met to install 4-way "Stop" signs at either Darjeeling or Danbury on 152nd and 153rd
Street. This is discussed in detail in the report. The major problem found in the area is a
perception of speeding traffic. Enforcement of the speed limit in the area should eliminate most
of this problem. In the future when Diamond Path is constructed there will be "Stop" signs at
152nd and 155th where they intersect with Diamond Path because Diamond Path will be a
major collector. It is Staffs position that when more patrolling in the area is done and Diamond
Path is built that many of the perceived problems will be eliminated. The traffic counts clearly
show that 152nd/153rd is a major through street. In the future when Diamond Path is complete
and December Trail leads somewhere to the East, it is anticipated that traffic on 152nd/153rd
will decrease. The traffic counts are not that unusual for a minor neighborhood collector type
street.
Therefore, it is Staff's recommendation to not install 4-way "Stop" signs on 152nd/153rd or
155th.

On May 16, 1995 the City Council accepted a petition signed by 41 area residents requesting
"Stop" signs on 152nd/153rd Street at Danville qvenue.
The City of Rosemount (as do all Metropolitan area cities) follows the Minnesota Manual on Uniform
Traffic Control Devices as a guide for placement of regulatory signs such as "Stop" signs. "Stop"
signs have specific warrants which have to be met before they are placed on streets. After
reviewing the traffic counts and accident history in the area, Staff and a consulting traffic engineer
have concluded that warrants are not met for the placement of "Stop" signs on 152nd/153rd Street
at Danville Avenue. Traffic has increased on 152nd and 153rd since counts were taken in 1993.
However, this strest does act as a through street and is signed appropriately at this time. When
Diamond Path is constructed "Stop" signs will be placed at 152nd Street and the area will not seem
so wide open, which encourages people to drive faster. With an increase in police patrolling in the
area and enforcement of the speed timit, traffic will slow down.
This information will be presented to the City Council at the August 1, 1995 City Council meeting.
The meeting begins at 7:30 p.m. and is at the City Hall on 145th Street. We encourage you to

As you requested, OSM has reviewed the intersections of 152nd/153rd at Darjeeling and
Danbury Avenues and 155th Street at Darjeeling Path for the possible installation of 4-way
stop signs. The results of our analysis and recommendations are discussed herein.
A site review was conducted on Monday, July 24, 1995. Traffic volume and accident data
was provided by the City Engineering Department. Traffic volume data was collected for
48 hour periods in May and June of 1995. A summary of the traffic counts and the actual
count sheets are included in the Appendix.
The requirements for 4-way stop sign instailation are outlined in the Minnesota Manual on
uniform traffic control devices (MN/MUTCD). The warrants are based on accidents,
vehicular volumes and pedestrian volumes. Below is a discussion of each 4-way stop warrant
and the result of the analysis.
1. Accidents - 5 or more accidents in one year must occur of a type which can be
corrected with a multi-stop sign installation (i.e., right angle, etc.).
A. 152rd/153nd Streets: In the past 5 years, S accidents have occurred on
152nd/153rd Street between Shannon Pazkway and the Rosemount City
Limits. 6 of the accidents occurred in 1991, 1 in 1992, 1 in 1993, 0 in 1994
and 0 thus far in 1995. Cross street stop signs (i.e., two-way stops) were
installed by the City early in 1994. It appears that installation of these signs
has eliminated any perceived accident concerns.
B. 155th Street: In the past 5 years only 1 accident has been reported on this
roadway.
2: Traffic Volumes,(Pedestrians - The following vehicle and pedestrian levels must be
obtained in order to meet this warrant.

A The total volume in the intersection (all approaches added together) must
average 500 vehicles per hour for each and any 8 hours on an average day.
B. �, the combined vehicular and pedestrian volume on the minor approach,
(Darjeeling or Danbury Avenues) must average at least 200 vehicles for the
same 8 hour period.
C. When SSth percentile speed exceeds 40 miles per hour on the major street,
the above requirements can be reduced by 30%. This warrant would not
apply to any of the intersections analyzed as part of this study.
Based on the requirements stated above, the site review and an operational analysis of the
intersections and roadways, the following conclusions can be made:
152nd�153rd Street
• The intersections of 152nd/153rd Street at Darjeeling and Danbury Avenues do not
meet the requirements for 4-way stop sign installation. The warrant analysis
worksheets are included in the Appendix.
• 152nd/153rd Street is a through street extending from Shannon Parkway to Dodd
Road in Apple Valley.
• The installation of stop signs on 152nd/153rd Street at Darjeeling Avenue or
Danbury Avenue would cause unnecessary delays to the traveling public.
• The installation of stop signs on 152nd/153rd Street at Darjeeling Avenue or
Danbury Avenue would increase noise and pollution levels due to the starting and
stopping of the vehicles at the intersections.
• With the small amount of traffic on the side streets, (Darjeeling or Danbury
Avenues) in comparison to 152nd/153rd Street, the enforcement of the stop signs
could be difficult. People would tend to roll through the stop sign rather than
stopping when there is no oncoming traffic on the side streets. This could cause an
additional accident concern in the future.
• The traffic patterns on 152nd/153rd Street will be changing with the eartension of
Diamond Path south of CSAH 42.

155th Street
• The intersection of Darjeeling Avenue at 155th street does not meet the
requirements for 4-way stop sign installation. The warrant analysis worksheets can
be found in the Appendix.
• The traffic volume on Darjeeling Avenue is approximately double that of 155th
Street. However, this volume is still very small. (Less than 500 vehicles per day.) �
• Both Darjeeling Avenue and 155th Street are not through streets (i.e., they end at
other residential streets}. The traf�c through this intersection is all local to the area.
Based on the conclusions discussed above, it is my recommendation that 4-way stop sign
control n�t be installed at the intersections of 152nd/153rd Street and Daxjeeling Avenue,
152nd/153rd Street and Danbury Avenue or 155th Street and Darjeeling Path.
