Tom Burt and myself inet with four members of MNDOT Staff regarding the City's request for a
review of the access to Trunk Highway 3 from 160th Street to CSAH 42. This was initiated
due to requests by GTl Theater and the Carlsons for City support of a driveway access to the
Theater and an other parcel in the Carrousel Plaza Addition to TH 3. Also, of importance, was
the access to the Carlson Tractor site which is proposed to be redeveloped into a motel,
restaurant and other retail facilities. The results of the meeting and the forthcoming letter are
that MNDOT is sticking to their original plan of allowing one T-access to the east and west sides
of Trunk Highway 3, or one full intersection at Canada Avenue. The reasons are due to the
geometrics of this segment of roadway and the curves, hills and railway and the safety aspects
of these features. The specific areas as discussed in the letter are reviewed as follows:
A. Carlson site-MNDOT has told the developer that the access musf be at the south property
line and a full access will require both a right and left turn lane off of TH3. Alternatively a
restricted access in the form of right in/right out would be allowed with a full access to
Canada Avenue. This would require the purchasing of land from the School District so ,,
that the Carlson site can have access to Canada Avenue.
B. This was the Canada Avenue extension across the railroad tracks to the future Business
Park area. MNDOT is okay with this but the City will have extraordinary costs and
liability due to the railroad crossing.
C. The GTI Theater and Carlson site driveway access-This has been denied again by MNDOT
for a driveway access. MNDOT stated that the parties could apply for another access
permit for only a right in/right out, but that too would probably be denied.
D. This is an access to the east at Johnson Welding and Murgic Automotive. MNDOT would
allow this access if B. above is not pursued. However they would prefer that access be
taken off of 160th Street with no access at this point. Again, this may require future
cost for turn lane construction.
This item is for your information and for discussion purposes. Adequate access from Gity
roadways is available to most sites as planned today. However, these accesses are not always
ideal for developers who want access and exposure to busy roadways.

Re: Access to Trunk Highway 3 from CSAH 42 to 160th Street

Dear Mr. McBride:
i spoke with Mr. Bob Brown last week regarding the access issuss the City faces on
Trunk Highway 3 between CSAH 42 at the north and 160th Street at the south in the
City of Rosemount. Mr. Brown directed me to contact you. Attached are a map of
the area labeled with access points the City would like to discuss. Also attached are
previous correspondence with MNDOT concerning access issues in this area. This
information is provided for your Staff's review prior to a meeting with City Staff
regarding this issue.
Rosemount is a growing community and is especially seeing a growth in the business ,
community south of CSAH 42 and along Trunk Highway 3. There is no questian that
a major reason for the business growth is due to the growth in traffic along these two
major highways. The City is aware that this traffic will continue to grow for the next
20 to 50 years.
Due to the topography and railroad located adjacent to Highway 3 there is very limited
access to TH 3 in this 1 mile stretch. There is currentfy a stop light at TH 3 and
CSAH 42. The railroad is very busy in this area with approximately 12 trains per day
on this section. The following is a list of four access points which the City would like
to discuss with you in detait. The City supports all four access points to TH 3 at this
time. The City wants to cooperate with MNDOT to maintain the safe traffic flow on
TH 3 in this area. This area is the major entrance into Rosemount and the City wants
to assure that this gateway into Rosemount is constructed in a manner which in the
best interests of the landowners adjacent to TH 3 and to the people whQ use TH 3 as
a means of transportation.

Trunk Highway 3 Access
The following is a detailed description of existing and future uses of the four accsss
points
A. This is the location of Carison Tractor & Construction Equipment Saies
offices. This properry is currently landlociced with its only access of two
driveways to TH 3. There is no other avaiiable access at the present �
time to the west or to the north onta CSAH 42 due to its principle
arterial status. The Carlson Tractor site is part of a rer�evelopment T1F
District which the City has recently created. The Carison site is
proposed to become a site of a motel, restaurant and possibly a
commercial strip center. The access to the site is crucial for this
development to be planned out and to succeed. The issues concerning
this site are the location of a future access �ecessary for the planning of
the site, and therefore requires discussion and action immediately.
B. This can be called the Canada Avenue extension to the east side of
Highway 3. Presently there is an access near this point to the limited
commercial properties on the east side of TH 3. However, this would be
a logical access point to the properties east of the railroad adjacent to TH
3. One of the letters attached is from the CP Rail system whose Staff
does not support another rail crossing due to the heavy rail traffic in this
area.
C. This is thelocation of a requested private access driveway to the west
side ofi TH 3 to the existing theater and future businesses or multiple
housing. This would be tocated immediately across from the existing
driveway to the east which serves the bowling a11ey. The praperty
owners request this access point with the realization that they may have
to eliminate direct access to Carousel Way. The issues here are mainly
from a safety standpoint and may require physical modifications to the
TH 3 roadway. �
D. This is an existing private driveway access to the east side of TH 3. It
currently provides access to a limited area which serves at least two

businesses. Again, this access poi�t would provide transportation
service to properties to the east in the future Business Park area. Again,
the major issue in this area is the safe access to the TH 3 roadway.
The City realizes that spacing guidelines would have to be satisfied. We aiso realize
that there may be necessary enginesring design and physhc�al modifications such as
turn lanes, road grade changes or the like required to main the traffic safety on TH 3.
Whether or not these accesses are private or pubiic will need to be addressed.
Thank you for your attention to these access issues and for your cooperation in
working with the City in addressing its growth and transportation concerns. Ptease

This is a summary of Minnesota Department of Transportation's (Mn/DO'I� regarding our
recent discussion of access issues for the section of Trunk Highway 3 between CSAH 42 to
160th Street following our recent meeting. Given the various constraints and objectives
outlined in the cornespondence between the city and Mn/DOT, we believe that the most
prudent options for access to the east side of the highway are either development of a east
leg at the TH 3—Canada Avenue intersection or the addition of public access between 160th
Street and the railroad underpass in the locale of the exisring private access. We recommend
that either of these be pursued as alternarives to one another. We can provide assistance in
further identifying issues, objectives and requirements related to these locations.
Our position regarding the movie theater access request has not changed. Requirements for

responding to a concept proposal.
