On Tuesday night Council will be asked to set a Public Hearing, as
required by the Zoning Ordinance, for the proposed truck terminal &
office development located near the NWC of County Road 42 and State
Trunk Highway 52 known as the Wayne Transport Development Project.
The property owner and applicant is Koch Industries, Inc. who
intends to acquire the property and building owned by Wayne
Transport Company located at 117th Street in Inver Grove Heights .
This will enable them to utilize this property for a new fire
station facility, while constructing a new facility for Wa�rne
Transport.
The hearing being set is for a Minor Comprehensive Guide Plan
Amendment for a redesignation of the City' s Municipal Urban Service
Area {MUSA) , a Rezoning of the property from Agricultural to
General Industrial, a Concept Plan for a PUD and a Preliminary
Plat. The Planning Commission will conduet a Public Meeting for
this request on June 13, 1995 .
Recommended Action: MOTION to set a Public Hearing for 7/5/95
for the Wayne Transport Minor Comprehensive Plan Amendment,
Rezoning Petition, Concept PUD and Preliminary Plat.

PUBLIC MEETING NOTICE: The public and all interested parties are invited to a Public Meeting held by
the Planning Commission of the City of Rosemount on Tuesday,June 13, 1995, in the Council Chambers
of the City Hall,2875 145th Street West, at 6:30 p.m., or as soon thereafter as possible. This Public
Meeting provides an opportunity for initial public comment regarding applications from Koch Refining
Co., in the interest of the Wayne Transport Inc. trucking facility, for a Minor Guide Plan Amendment,
Concept Planned Unit Development, Rezoning Petition, and Preliminary Plat for properry situated near
the northwesterly corner of County State Aid 42 and State Trunk Highway 52 prior to the formal public
hearing held by City Council as listed below. The Planning Commission, in its capacity as a
recommending body to the City Council on all land use issues, will determine a recommendation for
approval or denial of this request which is described in the official notice below.

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City Council of the City of Rosemount will hold a Public Hearing to
consider the item listed below on Wednesday, July 5, 1995, in the Council Chambers of the City Hall,
2875 145th Street West, beginning at 8:00 p.m., or as soon thereafter as possible. The public hearing
listed below pertains to an approximate 55-acre parcel which abuts State Trunk Highway 52, between
County Road 38 and County Highway 42.
The purpose of this hearing is in consideration of a proposal from Koch Refining Co., property owner, for
a industrial use Concept Planned Unit Development, preliminary plat, and xezoning of a 45-acre parcel
from AG Agriculture to IG General Industrial. The proposed site consists of two metes and bounds
described parcels, one 10-acre parcel and one 45-acre parcel, located in the northwest quadrant of US 52
and CSAH 42. The property owners are also proposing a Comprehensive Guide Plan Amendment to
include said property within the Metropolitan Urban Service Area (MUSA). Koch Refining Co. has
indicated their desire to purchase the existing Wayne Transport Inc. property located in the City of Inver
Grove Heights and relocating the trucking facility to their site which is adjacent and imrnediately south of
their existing refinery facility in the Pine Bend Industrial Area.

Mineral Extraction Permit for mineral extraction activities to occur on the Solberg

NOTICE IS HEREBY GIVEN, the City Council of the City of Rosemount will hold a
public hearing on Tuesday, June 6, 1995 in the Council Chambers of the City Hall, 2875
145th Street West, beginning at 8:00 p.m. or as soon thereafter as possible. The Public
Hearing listed below pertains to property located at 3615 145th Street East and legally
described as follows:
A tract of land in the Southwest Quarter of the Northwest Quarter (SW'/a of NW'/a)
of Section 30, Township l 15, Range 18, Dakota County, Minnesota, described as
follows:
Commencing at a point on the South line of said Northwest Quarter (NW'/a),
700.53 feet east of the southwest corner thereof; thence north perpendicular to the
last described line, 50.0 feet to the actual point of beginning of the land to be
described. Thence continuing north on the last described line, 832.25 feet; thence
west 646.79 feet to the easteriy boundary of State Trunk Highway No. 56; thence
south 16 degrees, 31 minutes east along said highway boundary 868.07 feet; thence
east 400.0 feet to the point of beginning. Containing 10 acres.
The purpose of this hearing is to receive public comment in consideration of the request
for a 1995 renewal of a mineral extraction permit previously granted to Solberg Aggregate
in 1994, as required in Section 14.8 of Ordinance B - City of Rosemount Zoning
Ordinance.
Persons wishing to speak on this Mineral Extract Permit Renewal are invited to attend the
meeting on Tuesd�y Tune 6, 1995 at 8:00 p.m. Written comments will also be accepted
