The curb and guter is in good shape, but the bituminous has begun alligator cracking. Now is the time to overlay or face total reconstruction in the future. The estimated cost of a milling and overlay project as proposed is approximately 525,000 - 530,000. Since this is the first structural overlay project since the adoption of the Assessment Policy it will determine the precedent for future projects. The Assessment Policy stipulates that 75% of the cost of such a project should be assessed in an existing area under Section 6 H.2. Using 75% of the high end cost of 530,000 and dividing that by the 67 effected properties equals approximately 5335 per household. The remaining cost is proposed to be covered by the Operating Budget for Paved Streets. With Councils approval, Staff will bring back to the next City Council Consent Agenda, a resolution which will accept a Feasibility Report for the proposed project, approval of the Plans and Spec's and the Ordering of a Public Hearing. The Public Hearing would then be held July 5th. The Council has a number of alternatives available to them. One is to not do the overlay project. A second is to pay for the project completely out of the Operating Budget now and in the future. A third is to assess 75% or another amount deemed acceptable to the Council. Staff is requesting direction on how to proceed with the proposed improvements. RECOMMENDED ACTION: Discussion w/direction. COUNCIL ACTION: 3 � .
