Mr. Jack Gassner is requesting approval of a concept for a residential planned unit development for thirty five single family residential detached houses that would be constructed on the north west corner of Shannon Parkway and 145th Street West . The project would be developed on 12 . 8 acres of land some of which ;taas formerly owned by the Strese family. Mr. Gassner has a �urchase agreement with the Burkhalters for a portion of their property. This concept re�-�ew is necessary because of the departure from lot area and width standards . The proposal includes 60 ft . wide interior lots and 9� ft. wide corner lots . By comparison, the standard is 80 ft. and 95 ft. Lot areas are reduced proportionately from l�, i�� sq. ft . to 72i• sq. ft . , and 12, •�• sq. ft. to 10, 800 sq. ft. The lot size reduction is supported by a specialized housing type that is deeper than wide and has living space orient�d to the rear. Consequently, decks will occur in the rear yard instead of side yards . The only yard setback reduction that is being requested is the garage side of five instead of ten feet. Similar setbacks and lot widths occur in Csuntry Hills First and Third Additions . Common open space has been provided as a cmm�Clement to the small lots that will provide opportunities for recreation as well as function as part of the storm water management system. On May 23, 1995, the Planning Commission reviewed the concept and recommended approval of the concept with an added condition �f sending the proposal back to the Park and Recreation Commission in light of concerns that were identifie� by residents at the public hearing. The P+arks and Recreation C�mmittee discussed the Shannon Meadows Concept PUD at length and motioned to recommend that no city park facilities be developed within this PUD. Further, the Committee requested that a bike path be installed within the western right-of- way of Shannon Parkway to enhance neighborhoo�l linkages to existing parks . If the Council approves the concept, then the developer will assemble the preliminary plat package and proceed with the final development lan review for the PUD. SHANNON MEADOWS: PUBLIC HEARING- CONCEPT RESIDENTIAL PLANNED Ul�TIT DEVELOPMENT (Northwest Corner of Shannon Parkway and 145th Street West) PROPOSAL Mr. Jack Gassner, President of International Development, is requesting concept approval of a new single family detached residential planned unit development(PUD). The property is the same 12.84-acre combination of parcels previously reviewed for residential development between "Hawkins Pond" and Shannon Parkway. The Planning Commission informally reviewed this proposal on Apri125, 1995 and generally encouraged the developer to proceed with the PUD process. The concept is intended to respond to the challenges of a small "infill" proposal in context with existing development pattems as well as solving drainage and grading problems. CONCEPT This proposal involves 35 detached single family housing that would be constructed on small lots. The previous proposals involved 30 conventional lots and 43 "zero lot line" lots. This new concept depends on a reduced side yard setback on the garage side of the house to five feet. The lot width is reduced to 60 feet which is a twenty foot reduction from the required 80 foot width. It is important to emphasize that ten foot side yard setbacks will be maintained for all "living space" related walls. The concept is possible with a house design that tends to be deeper than wide. Any sliding glass doors and associated decks that are included will be oriented to the rear of the house on the small lots so that the side yard setbacks will be protected. The lots tend to be longer than the minimum requirement on the average. The four housing types proposed may have one or two that could have side decks. These types will be limited to the larger "pie-shaped" lots that have the area needed within the side yards for decks with no encroachments. Therefore, the lot width reduction is absorbed by the housing type and not the reduction of setbacks except for the garage sideyard. The concept includes open space between the cul-de-sacs that provides solutions to the drainage issues as well as separation from adjacent existing houses. The access points at Shannon Parkway remain at the 143rd and 144th Street locations, but they nolonger connect. The southerly street is now a single 420-foot long cul-de-sac consisting of 15 lots. The northerly street is designed to ultimately continue west across the Hawkins property north of the pond. A north-south cul-de-sac of 320-foot length extends south of 143rd Street. Twelve lots front on this cul-de-sac. All of the lots fronting the northerly cul-de-sac as well as the southerly half of 143rd Street West appear to be "walk out" lots. The cul-de-sacs are separated by open space of varied widths. Ponds are located at the larger ends near Hawkins Pond and Shannon Parkway. A third, smaller pond is located in the southeast corner of the property. Opportunities exist for landscaping these open areas with trails and plant groupings to achieve a variery of'design objectives, The open spaces will also function as part of the storm water management system with connections to Hawkins Pond. A combination of storm sewer utilities and overland drainage will be accommodated in the common spaces. The corner and side lots adjacent to Shannon Parkway appear to have setbacks that are sufficient to preserve the stand of trees along Shannon Parkway. Since these trees are the only mature hardwood trees on the site (except those along the northern boundary), then their preservation should be one of the objectives of any PUD. CONCEPT RELATED VARIANCES This PUD is a depariure from the single family detached standards of 80-foot wide, 10,000 square foot lots. The typical interior lots will be 7,200 square feet with 60-foot lot widths. The corner lots will typically be 10,800 square feet with 90-foot lot widths. Standard corner lots are 12,000 square feet with 95-foot lot widths. A key distinction of the current proposal is the open space provided by the three ponding areas. As a result, the density is 2.73 dwelling units per acre. COMPARISONS WITH ADJACENT DEVELOPMENTS Country Hills First and Second Additions have a large number of 60 and 70 ft. wide lots. Lot depths are often increased beyond the minimum to accommodate ponds and slopes. Country Hills First, Second and Third Additions average density . 2.2 dwellings / acre Shannon Hills First, Second and Third Additions average density 2.5 D.U./ Acre Broback Second and Third Additions average density . . . . . . . . 2.9 D.U./ Acre Evergreen Acres density . . . . . . . . . . . . . . . . . . . . . . . . . . 2.5 D.U. / Acre The Comprehensive Guide Plan establishes a policy of 2.5 dwelling units per acre as a maximum density for urban single family detached development. This policy has not yet been adopted as an ordinance. It is possible to achieve 3.0 to 3.5 dwelling units per acre with strict adherence to ordinance standards. The higher density is possible with a strict "grid" street design with little or no variation. ` May 23, 1995 Planning Commission Reviews " . 5hannon Meadows Concept PUD Page Three FINDINGS In approving the concept plan, the Planning Commission must find as follows and forward its findings to : the City CounciL• 1) The Plan provides sufficient usable open space and evidences a substantial preservation of natural features to warrant the granting of variances through Planned Unit Development. Relaiive to the first finding, the density suggests that the open space balances wath the narrow lots. The difference is that the open space is a consolidalion resulting from the lot size reduction with a corresponding loss of private open space for each individual lot. 2) The Plan complies with the intent of the Comprehensive Guide Plan. The Comprehensive Guide Plan land use designation is Urban Residential which supports the related rezoning to R-1 Single Family Residential (detached). 3) The proposed development will not be detrimental to surrounding properties. Planning staff does not anticipate thal the proposed development will be detrimental and, in fact, serves to blend well with the single family detached character of surroundang properties. 4) The Plan is more creative and will provide a better living, warking, or shopping environment than is possible under strict ordinance requirements. The property has been under study for some time and all design solutions have resulted in variances to some degree. In contrast to previous proposals, the current plan provides separalion from existing development with a combinalion of open space/ponding area, preservation of mature trees, elevation, and the privacy of the cul-de-sacs with no through connections. A large proporlion of walk-out houses are being provided which relates to common open space and provides a desirable living environment. OTHER ISSUES Concerns have been expressed by various staff inembers regarding the long term maintenance of open spaces. The perception exists that an association may be relatively weak given the detached nature of the housing. A solution would be to extend all lot lines into open space/pond areas and establish an easement over the areas needed for drainage and utilities. SUNIMARY The proposed housing types are consistent with current ordinance requirements for both aesthetics and dimensions. The dwellings can be located on the lots with no expectations of variance requests for deck encroachments into side yards. A side yard setback reduction of garages to five feet is part of the request. This reduction is a feature of the Country Hills PUD as well. The major departure from standards is the lot width of sixty feet for 29 interior lots and ninery feet for six corner lots. These conditions can also be found in Country Hills. RECOMMENDATION A MOTION to recommend approval of the concept PUD for Shannon Meadows Addition subject to: 1) approval of the grading and utilities plans by the City Engineer; and 2) granting approval of the narrow house / lot concept via findings established by the Planned Unit Development process. MEMO TO: PLANNING COMMISSION FROM; BUD OSMUNDSON, CITY ENGINEER DOUG LITTERER, CIVIL ENGINEER DATE: MAY 19, 1995 RE: SHANNON MEADOWS CONCEPT P.U.D. Engineering has reviewed the preliminary plat, grading plan, and street& utilities plan. The following is a list of general comments regarding these plans. It is recommended that the Developer's engineer schedule a meeting with the City Engineer before proceeding any further. A. STREETS -The current cul-de-sac design is not preferred. Staff prefers eccentric cul-de-sacs with a 45' radius and 25' radius returns into the 32' face to face street width. A trail is being considered along the west side of Shannon Parkway. B. STORM DRAINAGE - The capacity of the proposed ponds must equal or exceed the existing NURP pond capacity. The proposed southeast pond is unacceptable. It should be eliminated and runoff allowed to flow to the north and into the proposed 144th Street. Wrap around drainage would blend in with the natural slope in this area. Slopes around ponds must be no greater than 4:1 (horizontal:vertical). The City does not allow the installation of catch basins outside the street pavement unless absolutely necessary. On block 5 (on the north end) the drainage should be disseminated along common lot lines instead of all of it flowing to the east lot. The proposed backyard catch basins are unacceptable. Catch basins will be required at the west end of 143rd Street. As-built records for Shannon Parkway need to be checked to confirm the locations of existing catch basins and storm sewer. It shall be the Developer's responsibility to provide emergency overflow swales. C. SANITARY SEWER-The existing 8" sanitary sewer that runs through the southern part of the property is shown as being abandoned. Sanitary sewer facilities will have to be provided by the Developer for future cannections by property owners along the north side of 145th Street. Sanitary sewer for the proposed homes is acceptable. D. WATERMAIN -The proposed 8" watermains are shown connecting to the existing 16" trunk watermain in Shannon Parkway. The City would prefer a connection between the cul-de-sacs. E. EASEMENTS - Staff does not want outfots over ponds, drainage ways and utilities. Plat property lines through the easements.
