CALL TO ORDER: Eliason called the meeting to oYder at 7:01 p.m. 2. ADDITIONS TO THE AGENDA: None 3. APPROVAL OF THE JANUARY 23,2017 MEETING MINLTTES: MOTION by Tilson to approve the minutes of the January 23, 2017 meeting. SECOND by Bartz. Ayes: 4 Naps: 0 Motion passed. 4. AUDIENCE INPUT: None 5. DISCUSSION (Response to Audience Input): None 6. OLD BUSINESS: a. Park Development Pla.ns fot Park in Greystone Development—Schultz reviewed the park pla,n,and the plan for trees foY Greystone Park. He also mentioned that some type of skateboard equipment such as a grind rail will be included at this park.The playground and shade structure aren't included on this plan,but these will be discussed at a future meeting. Schultz is getting pricing on a fabric/mesh playground cover and will bring that information to a future meeting. Tilson asked if a pet bowl drinking fountain could be added to the plan for this park. Schultz will have this added to the pla,n. T'he Commission asked if we could be pYoactive at this park in designating where private property ends and parkland begins so that homeowners are aware of this and don't encroach onto park land with plantings, etc. Per Schultz,this is something we can look into doing for this paxk as well as city-wide. He will check with the City of Inver Grove Heights as they recendy addressed this. We will discuss this again in the future. MOTION by Tilson to xecommend that the City move forward with advertising the Gxeystone Park Project Bid. SECOND by Bartz. Ayes: 4 Nays: 0 Motion passed. This project will go out to bid in the next two weeks. Schultz will bring the bids to the Commission for a xecomxnendation,and that recomxnendation will then be brought fox the City Council for approval. Construction will begin sometime this spring. b. Parks Dedication and Land Value Market Study—The recent land value study clearly showed the difference in la,nd values based on different density types.Based on the information fxom the study,we are trying to figure out the most equitable way to collect paxks dedication. Schultz included out curYent method of collection in the executive summary,as well as a proposed sliding scale to determine the appropriate parks dedication collection fox low,medium and high density development.Barb Ferrell asked why we can't consider the amount of land we need for a park,plus funds for building the pla,yground. Schultz will ask the City's attorney for a clearer expla.nation regarding collecting more than just land dedication, and he wi]1 also bring the rest of the sta,tute on parks dedication back to clarify this. This item was tabled until next month. 7. NEW BUSINESS: - 1 - PARKS � RECREATION COMMISSION February 27, 2017 Regular Meeting a. Director's Report—The park improvement fiznd balance as of January 31,2017 was $385,592.13. No dedication fees,grants, donations or interest were received. Thexe were expendituxes of$178 for Ailesbury Paxk professional services. Natural Resources Management Plan—Carroll's Woods—Staff recendy sent out Requests foY Pxoposals to thYee engineering firms and we received quotes fxom all three. Great River Greelling—Sta,ff has met with Great Rivex Greening regarding grant writing fox Carroll's Woods restoration.A completed natural resource management plan is needed in ordex to qualify for grants. Our natural resources management plan should be done by June, and we will then be able to apply for gxants. We should be able to clear a lot of the buckthorn in Carroll's Woods this year. Once the restoxation begins,there will be a lot of heavy equipment in Carroll's Woods removing buckthorn, etc. Schultz will provide monthly updates on this. Warming Houses—Warmuig houses closed for the season before Presidents'Day due to the warm weather. Recycling of Holiday Lights—This yeaY we recycled twice as many holiday lights as last yeax. The lights are collected at the Community Center and then bxought to ProAct in Eagan,where people with disabilities and other challenges sort and recycle the lights. Sharing of Recycling Success—Tom Schuster,Parks Supervisor,has given presentations on recycling to several different orga.nizations in the past few months. Daddy/Daughter Dance—Daddy/Daughter dances were held at the Apple Valley Senior Center on Friday, February 10 and Satuxday, February 11. We had a great turnout,with over 200 couples attending. Flint Hills Athletic Complex Pipeline Easement—Schultz was xecendy approached by Evergeen,the company that did our land value analysis,regarding the Flint Hills Athletic Complex. They contacted us on behalf of the pipeline company,who would like an easement at the athletic complex site in order to build a 12'x 18' oY 12'x 20'pipeline release or control valve.They would pay us appxo�umately$10,000 for the easement,and they would fence and provide landscaping to help conceal it. The Comxnission asked if they are planning to insta,ll a release valve or a control valve. Schultz wi]1 bring back information on which it is. Sidewalks/Trail Policy—T'he Parks and Recreation Commission made a recommendation to the City Council to include sidewalks or trails on both sides of the street in new developments. The City Council was split on this and tabled it in order to have moxe time to think about it. They will bring this item back for discussion in the spring. Schultz will contact some development companies to get their comments on this. 8. ADJOURNMENT -MOTION by Bartz to adjourn the meeting. SECOND by Tilson. Ayes: 4 Nays: 0 Motion passed.
