City Engineer/Public Works Director � � ��� # �, � �j ATTACHMENTS: Resolution, Feasibility Report APPROVED BY: `i���l�— �" At the October 17, 1996 meeting, City Council authorized Staff to prepare a Feasibility Report on the 1996 Street & Utility Reconstruction Project, City Project #266. The attached report addresses the project which would include total street reconstruction of Cameo Avenue from 145th Street to Lower 147th Street, Lower 147th from Canada Avenue to Burma Avenue, Burma Avenue from Lower 147th Street to 146th Street, plus storm drain construction from 146th Street to Erickson Pond. The report identifies the total praject cost to be $2,650,000. Detailed estimates are found in the report. Funding for the project will come from Storm Water Core and Utility, Sanitary Sewer Core, Watermain Core, Assessments, 1996 C.I.P. items and encumbered funds: They are itemized on Table B in the report. The assessments for single family homes are proposed to be 52,500. The reason for the increase from 52,000 to 52,500 is that the project area currently does not have concrete curb and gutter, but has bituminous curb in very poor condition. The value added from the concrete curb & gutter is approximately 5500 per lot. In addition, the City had set the $2,000 per parcel assessments for reconstruction projects in 1993 and this amount should increase with inflation. We are having appraisals completed on a handful of houses and all of the businesses in the project area which we will have prior to the Public Hearing. For the purposes of this report we estimated the assessments for Commercial properties using the previous appraisals completed. The burial of overhead lines is addressed in the report. NSP has estimated the cost for the bulk of the project to be approximately 5647,000. Since this funding is not going to be available, the buria{ of lines in the residential area is not being proposed at this time until a funding source is available. NSP estimated the cost of burying the line from 145th Street through Erickson Park and up to Trunk Highway 3 to be approximately $50,000. We do have funding in the 1996 C.I.P. for that portion. � We have mailed out notices for an informational meeting for next Thursday night (December 21 st) at City Hall. We hope to answer many of the questions for the residents along the project prior to the Public Hearing on January 16, 1996. Staff will provide an overview of the project and answer any questions you may have. If Council wishes to proceed with the project, the attached resolution should bs adopted. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE FEASIBILITY REPORT/SET PUBLIC HEARING, 1996 STREET AND UTILITY RECONSTRUCTION IMPROVEMENT PROJECT, CITY PROJECT #266. COUNCIL ACTION: 2 { � CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1995 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT/SET PUBLIC HEARING 1996 STREET AND UTILITY RECONSTRUCTION IMPROVEMENT PROJECT CITY PROJECT #266 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct certain improvements, to-wit: City Project #266, 1996 Street & Utility Reconstruction Improvements, in the City as described in and in accordance with the feasibility report prepared by the City Engineer; and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City Project #266 is feasible, and should best be made as proposed, and the City Engineer's report to this effect has heretofore been received by Council, and filed with the City Clerk on December 19, 1995; and WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing on such improvements following mailed notice and two publications thereof in the official newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be assessed, in accordance with the law. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project #266 and places it on file. NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the public hearing be scheduled to consider City Project #266, 1996 Street & Utility Reconstruction Improvements to be held on Tuesday. January 16, 1996 at 8:00 o`clock p.m. or as soon thereafter as possible, in the Council Chambers of the City Hall. ADOPTED this 19th day of December, 1995. E. B. McMenomy, Mayor ATTEST: Susan M.
