Summary of Proposed 1996
Metropolitan Airport Legislation

. A. Airport Construction �
I. Concludes the dual-track planning process and
prohibits the Metropolitan Airports Commission from
constructing a rnajor new airport, or acquiring land,
spending money or entering into contracts for the .
purpose of constructing a major new airport.
2. Prohibits the Metropolitan Airports Commission, the
Metropolitan Council, or any other state agency from
landbanking for future major new airp9rt constructi�n
in the seven county metropolitan area. �
3. Prohibits the Metropolitan Airports Commission from
constructing a new terminal at the Minneapolis- .
St. Paul International Airport.
4. Directs the Metropolitan Airports Commission and the
Metropolitan Council to complete a11 existing economic
� and environmental studies that relate to future
improvements at the existing Minneapolis-St. Paul
International Airport by April 15, 1996.

B. Noise Mitigation .
1. Mandates the Metropolitan Airports Commission
spend a minimum of$160 miilion through the year
2002 on noise mitigation.
2. Prohibits construction of a new north-south runway
at the existing airport until such time as all aircraft -
using the facility are Stage IIL
C. Transit
1. Directs state, metro and Iocal government to develop
an exclusive transitway connecting downtown
Minneapolis with the Minneapolis-St. Paul
International Airport.and Iinking the airport with the
Mall of America via the Highway 55 corridor.
2. The exctusive busway shalL•
a. Include park and ride lots and other off:street
parking.
b. Will utilize alternatively fueled (electric, natural
gas, ethanol, etc.} transit vehicles where feasible.
