Attachments: Resolution Approved By: ./� � ����:,1> � Attached for considera.tion and recommendation to the City Council is a resolution supporting participation by the Ciry of Rosemount in the 1 st year of the Livable Communities Act. Prior to this date, City Staff in conjuncrion with the Metropolitan Council;b�s supplied a tremendous amount of information which describes this program. City Staff'�lias also communicated it's perceived view of 'critical importance' with respect to Rosemounti's:future growth and participation in this voluntary legislaxion. In light of these fmdings; Planning Staff strongly urges the Planning Commission to support a recommendation in favor o�:the attached resolution to the City Council. Over the next two months City 5taff will continue to work with the Met Council Staff to address questions raised duri.ng the work session prior to adoption of the Housing Goals Agreement which, if Rosemount is to participate, must be approved�by the City on December 15th. City Staff is also continuing to work with the Dakota.Manager's Organization and the Dakota County HRA to explore opportunities for "Clustering." An update from a meeting scheduled on Friday October 6th with these organizations to discuss the "Clustering" issue will be provided for the Planning Commission on Tuesday night. . 5 . � r4'�i' � � � . City of Rosemount Executive Summary for Action Planning Commission iVleeting Date: Se�tember 26, 1995 Agenda Item: Livable Communities Act Agenda Section: Work Sessioa Prepared By: Andrew Mack Agenda No: A Senior Planner Attachments: Multiple Approved By: For Tuesda.y night's work session, Representa.tives from the Metropolitan Council will be in attendance to present information and an overview of the Livable Communities Act for the City of Rosemount. Enclosed with your packet are materials covering the overall act implementation and describes the specifics of this voluntary program. Also atta.ched for your review is a copy of the proposed housing goals for Rosemount. These goals, as established by the Meuopolitan Council, will have to be agreed to by the City by December 15, 1995 in order for us to participate in the progrun in 1996. Prior to entering into an agreement for the housing goals, the City will be required to adopt a resolution similaz to that enclosed with the packet, by the November 7, 1995 City Council Meeting. It is anticipated that a formal recommendation on this resolution by the Planning Commission will be considered at it's October 10, 1995 meeting. Therefore, Tuesday night will be your opportunity to ask any questions you may have regazding this program and it's importance to the future growth and development of Rosemount. On the topic of future growth and development, I would also like to inform Planning Commissioners that a regional forum for the Southeast Metro Area, being sponsored by the Metropolitan Council, will be held here in Rosemount at the Community Center on October 9, 1995. Although the strategies for growth management in the region are not directly linked to the Livable Communities Act, there are direct ties to the broader issue in terms of dealing with where jobs and households should locate in the region over the next 20 years. The overall success of the Livable Communities Act may play an unportant role in guidi.ng these broader land use policy considerations in our region. More specific to Rosemount as a fringe growth community, it will have a direct correlation to the abiliry for the City to grow east of Highway 3. For your review I have also enclosed a copy of the most recent Metropolitan Council Directions publication which in.cludes a brief summary on both of these topics. Members of the City Council have been invited to Tuesday night's work session as indicated in the attached memo. This memo also describes additional cansiderations for Rosemount, includi.ng information about the Dakota. County �iRA's possible involvement in this program � with respect to possible "clusteri.ng" of communities within Dakota County. A follow up meeting with the Metropolitan Council Representatives and the Dakota Counry Managers will be � held on September 28th and should provide additional information on the Metropolitan Council's determination on the fundamental qaestion of defining "clustering" as it specifically relates to individual community goals agreements. Further details on the outcome of this meeting will be provided for the Planning Commission at the October 10, 1995 meeting. Box 510, Rosemount, MN 55068-0510 I N T E R O F F I C E M E M 4 R A N D U M To: Mayor McMenomy, City Council, Planning Commission & Tom Burt, City Administrator From: Andrew Mack, Senior Planner Date: September 14, 1995 Subject: Livable Communities Act In the past few weeks I have supplied a great deal of information provided to me at various workshops & forums from the Metropolitan Council. Although this program is being conveyed as essentially a local option for participation, there are a number of strong incentives associated with the program that make voluntary participation by our community very important. Priority review points for future ISTEA funding projects such as 160th Street improvements is one very important financial consideration. Future growth of the community to the East of Highway precipitating the need for MUSA expansion approvals by Met Council is also an important consideraxion. Although MITSA expansions are not linked to the new legislation, Met Council representatives have hinted that participation in the Livable Communities Act Program will be a consideration in making regional investment decisions, including MUSA expansions. The good news is that the City of Rosemount is actually in pretty good shape overall with respect to affordable housing. Furthermore, the Dakota County HRA is one of the foremost entities in the region in terms of providing a coordinated housing program for all cities in the County. At this time there is also discussions occurring through the Dakota County Managers Association concerning the concept of "clustering" or joining in on a County or Sub-County wide basis with all or a portion of the cities in Dakota County. The Dakota County HRA would be the possible vehicle for making this type of effort work. At this time, however, the Met Council Staff is addressing some fundamental questions regarding how a "Cluster" is defined. I will keep you up to date on the outcome of these discussions and what the possible implications may be for Rosemount. On September 26, 1995 at 5:30 p.m. a work session will be conducted at the Planning Commission Meeting to review the details of how the City of Rosemount must proceed should we decide to participate in this program. Representatives of the Metropolitan Council will plan to be in attendance to review the oveiall details of this program with the City. I would at this time like to extend an invitation to all City Councii Members to attend this work session and participate in the discussion and questions regarding the Act and its proposed 'unplementation at the local level.
