Presently the City contracts with Knutson Services for residential
recycling services in the City. This is an annual contract and for 1995
Knutsons did not charge for this service. In 1994 Knutsons charged the
City $43 , 000 for this service.
Recently Knutsons was purchased by United Waste and they have informed us
that they would no longer provide residential recycling services at no
charge. Because of this, staff is recommending the attached ordinance
which makes each licensed hauler responsible for providing this service at
no additional cost to the property owner.
The haulers and Dakota County did receive a copy of the proposed ordinance
and were asked for their comments . Of the nine licensed haulers only two
haulers called and were supportive of the proposed ordinance.
This is the first reading of the ordinance and no action is needed this
evening. The ordinance is scheduled to become effective January l, 1996 .
