The Utility Commission passed a motion on March 13, 1995 requesting the City Council
to authorize the feasibility report for the Wensmann 7th Addition Trunk Watermain
Project. (1've renamed this the Diamond Path Trunk Watermain Project to avoid confusion
with Wensmann Seventh Addition)j As explained in the Utility Commission Executive
Summary, the City's Comprehensive Potable Water Plan calls for this 12" trunk main to
cross CSAH 42 and connect with the existing systern at Dodd Boulevard and Delft
Avenue. The 12" watermain will be an extension of an existing 12" watermain in the
future Diamond Path right-of-way. The reason we are going through the Chapter 429
process is that a portion of the cost of the 12" trunk should be assessed to the
Wensmann 7th Addition project area. After discussions with the engineer for the
Wensmann 7th Addition this proposed trunk would best be accomplished under a City
contract. The project will be done by City Staff with only the necessary surveying being
completed by one of the City's consultants. The tentative schedule is as outlined on the
Utility Commission Executive Summary.
Since this project was not petitioned by property owners it will require a 4/5 vote at each
phase of the approval process through the Chapter 429 process.
This project witl benefit both the Wensmann 7th Addition area and the area north of
CSAH 42 and should go forward as planned. Therefore, Staff recommends the action
below.

The Wensmann 7th Addition was given final piat approval on February 21, 1995 at the
City Council meeting. Doug Litterer and myseif have had discussions with the Wensmann
7th Enginesring Firm (Westwood Engineering) and mutuaily concluded that the City wouid
best be served by having the 12" trunk watermain aligned in the Diamond Path right-of-
way and have it compieted under a City contract.
The Citys' Comprehensive Potabie Water Plan calis for this 12" trunk main to cross CSAH
42 and connect with the existing system at Dodd Boulevard and Delft Avenue.
Therefore, we are recommending that the Feasibility Report be compieted for this
segment of 12" trunk from just north of 152nd Street to the Dodd Bouievard/Delft
Avenue intersection. This connection gives us a second trunk tine crossing CSAH 42
from Well #8 and should improve water volume to the oid B�oback Addition areas. S+nce
half of an 8" watermain portion wiil be assessed to the Wensmann 7th Addition this
project will be brought on to City Council and foilow the Chapter 429 Assessment
provisions. The tentative schedule is as follows pending Utiiity Commission approvaL•

If Wensmann's waive their right to a pubiic hearing, we could probably shave about 2
months off of this schedule. That would be the preferred option at this time.
RECOMMENDED ACTION: MOTION TO REQUEST CITY COUNCIL TO AUTHORIZE A
FEASIBILITY REPORT FOR THE WENSMANN 7TH ADDITION TRUNK WATERMAIN PROJECT.

A RESOLUTION ORDERING A FEASIBILITY REPORT FOR
THE DIAMOND PATH TRUNK WATERMAIN IMPROVEMENTS
CITY PROJECT #267
WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate
the feasibility of the Diamond Path Trunk Watermain Improvements, City Project #267.
NOW THEREFORE BE IT RESOLVED, the City Engineer is directed to have the necessary
feasibility report prepared for the Diamond Path Trunk Watermain Improvements, City
Project #267.
ADOPTED this 21 st day of March, 1995.
