Mr. Don Carroll has requested approval of a replat for the Carroll farmstead presently identified as
Outlot A, Carrollton Addition. The approximate 3.6-acre outlot is situated on the northwest corner
of 145th Street West and Chili Avenue. Current zoning is R-1 Single Family Residential Detached.
The proposed replat consists of seven(7) single family lots that front on 144th Street West and one
(1) corner lot that will front on Chili Avenue for a total of eight(8) lots. All lots exceed applicable
ordinance standards, some by significant margins. Public utilities have already been installed with
adjacent street construction projects. A curb cut has been provided along Chili Avenue for Lot l,
the proposed corner lot, which should result in a driveway as far from the intersection as reasonably
possible. All other driveways will connect to 144th Street West.
Several significant deciduous trees on the corner lot should be preserved. Given?khat they appear to
be in the corner setback area, this should not pose a problem. The corner lot is also appro�mately
one-half of an acre in size which is nearly twice the minimum lot size. One boulevaxd tree per
frontage is required by ordinance and preservation of significant trees can satisfy the requirement on
a one per one basis.
Park dedication will be in the form of cash with no land required for paxk development. Sidewalks
are already in place. °
On September 26, 1995 the Planning Commission reviewed the proposed replat and recommended
approval with the conditions contained on the attached resolution.
Recommended Action: A MOTION to adopt A RESOLUTION APPROVING THE
CARROLLTON ADDITION REPLAT PRELIMINARY PLAT AND SETTING OUT THE
CON�ITIONS FOR FINAL PLAT APPROVAL.

A Resolution Approving the Preliminary Plat for the
Carrollton Addition Replat
and Setting Out the Conditions for Final Plat Approval
WHEREAS,the City of Rosemount has received a preliminary plat for the following legally
described property:
OUTLOT A,CARROLLTON ADDITION
WHEREAS, on September 26, 1995 the Planning Commission of the City of Rosemount
recommended approval of the preliminary plat for the Carrollton Addition Replat subject to
conditions; and
WHEREAS, on October 3, 1995 the City Council held a public hearing to hear public input
regarding the preliminary plat for Carrollton Addition Replat, in accordance with the City's Zoning
and Subdivision Ordinance and State Statutes.
NOW, THEREFORE,BE IT RESOLVED,the City Council of the City af Rosemount hereby
approves the Carrollton Addition Replat Preliminary Plat, subject to:
1) development and construction of building pads, grading practices, and erosion control
methods according to minimum standards as approved and on file with the city engineer;
2) provision of one boulevard tree per lot frontage in accordance with ordinance requirements
with credit given for preservation of existing significant trees;
3) Park dedication in the form of cash contribution in the amount of$5,120.00; and
4) GIS fees totalling $400.00.

1. Geographic Information Systems (GIS) dedication of S50 per lot totalling $400.
The following is a review of the lot sketch plan (early 1995) for a proposed 8 lot
development in Outlot A of Carrollton 1 st Addition by the Engineering/Public Works
Department. A Site Plan shall be submitted to Engineering/Public Works for review.
Drainaq.e Facilities
Ponding or storm sewer is not needed for this development. Storm sewers and catch basins
adjacent to Outlot A were designed to handle future runoff from Outlot A. Plans need to
show existing benchmarks utilized and proposed lot corner elevations. The plans also need
to show proposed building footprints, driveways, garage pad elevations and low floor
: elevations.
Sanitarv Sewer
The proposed Lots 2 through 8 will connect to existing sanitary sewer services. These
sewer services connect to the 8" main line that is in the 144th Street West right-of-way.
Proposed Lot 1 will connect to an existing sewer service. This sewer service connects to
the 8" main line in 145th Street West right-of-way.
Streets, Sidewalks & Trails
The driveway access for Lot 1 shall be to Chili Avenue. The drive for Lot 1 shall connect to
existing depressed curb Iocated along Chili Avenue.
Sidewalk is in piace along the west side of Chili Avenue. No trail improvements are needed
with this development.
� Easements & Right-of-Wavs
Proposed street, adjacent lot line and back lot line easements are acceptable. Right-of-ways
already exist.

I am a United Staxes citizen and the duly qualified Clerk of the City of Rosemount,
Minnesota..
On September 14, 1995 acting on behalf of the said City, I deposited in the United Sta.tes
Post Office, Rosemount, Minnesota., a copy of a Public Hearing for consideration of a
proposed replat of Outlot A, Carrollton Addition, located generally on the northwest
corner of 145th Street West and Chili Avenue as proposed by Carrolton Partners, enclosed
in sealed envelopes, with postage thereon fully prepaid, addressed to the persons listed on
the atta.ched listings at the addresses listed with their names. There is delivery service by
United States Mail between the place of mailing and the places so addressed.
On September 20, 1995 acting on behalf of the said City and upon authorization of City
Council, I posted at the City Hall, 2875 145th Street West, Rosemount,Minnesota,
notification of said Public Hearing as described above.
