The Planning Commission discussed the recommendation and adopted a motion to recommend approval of the amendments to the City Council. The intent of conducting public hearings for preliminary plats, PUDs, subdivision and zoning ordinance amendments (which includes rezonings) is to provide opportunity for public comment and input on development related issues earlier into the review process. The anticipated benefits are that proposals can be modified integrating Planning Commission recommendations as well as public input were appropriate prior to City Council approval. The result may be fewer conditions of approval and reductions of the amount of negotiations that occur at the meeting. A spin-off benefit to the Planning Commission is that public hearings give them a greater awareness of public perception and issues with a potential for broadening their perspective. The City Council already has the broadened perspective because of the necessary public contact that has occurred with the election process. An important issue is the Planning Commission meeting start time. Much discussion has occurred and the Planning Commission regular meetings normally start at 5:30 p.m. with public hearings scheduled later in the agenda. On November 14, 1995, the public hearings conducted by the Planning Commission acting as the Board of Appeals and Adjustments were scheduled for 7:00 p.m. The Commissioners recognize the need for public hearings to be accessible to as many citizens as possible and will continue to conduct public hearings at later scheduled times on their meeting a endas. g Recommended Action: A MOTION to schedule a public hearing for 8:00 p.m. or as soon thereafter on as possible on December 5, 1995 to hear testimony regarding the proposed Subdivision and Zonin text amendments for ublic heaxin s.
