The City of Rosemount is partnering with the Rosemount Partnership Program, the Dakota Alliance for
Prevention, and the Community Action Council in grant application to the Learn and Serve America,
Service-Learning/Workbased Learning Grant Proposal. Our first official action is to execute authorization
from the City Council to authorize Jun Topitzhofer, as the Authorized Representative for this grant.
Our project, entitled Youth Service Team, is seeking a one year $10,000 service learning grant from the
Corporation for National Service. The objectives of this project are:
1) 10-15 Rosemount High School age youth will be recruited to participate in a service learning
initiative for the City of Rosemount. These youth will be trained to provide on-going afterschool,
weekend and summer activities for children living in Rosemount's high density, low income, multi-
family housing complexes.
2) School age children k-5 in the target area will have the opportunity to develop positive healthy
relationship with high school students. Participants will be involved in hands on experiential
activities.
3) High School volunteers will gain valuable work skills in the human service and recreation delivery
fields. In addition, all volunteers will receive training in CPR, First Aid, Conflict Resolution,
Cooperative Lessons, and Leadership Development.
The Community Resource Coordinator for the Rosemount Partnership Program will supervise this project
with in-kind and cash resources supplied by the Minnesota Department of Education's Crirne Reduction
Grant. The Crime Reduction Grant states this Service Learning Project in its work plan.
RECOMMENDED ACTION: Motion to authorize Jim Topitzhofer, Parks and RecreationlCommunity
Center Director, to be the authorized representative for the Learn and Serve grant application, entitled
Youth Service Team during the period from January 1, 1996 to December 31, 1996.
