The Storm Sewer Access Charges (STAC) that the City presently collects with Building Permits
are shown in the attached literature. They range from S 1,071 per Single Family house to
57,130 per acre for Industrial property. As the attached, comparison with 4 adjacent cities
shows Rosemount is the only City that collects its Storm Water Trunk Costs at the Building
Permit stage. AU of the area cities have an Area Charge which is collected from the developer
through the final plat process. By collecting all of our costs with the Building Permit it makes
the permit costs seem high in relation to other area cities. However, in the area cities that
portion is collected from the developer prior to the builder taking out a permit.
For 1996 we have numerous options available as outlined. Staff is recommending that we
modify our present system to include Trunk Area Charges similar to adjacent communities and
to lower the Commercial and Industrial Zoned Property Trunk Fees. Staff is also recommending
that we raise the Single Family fee to match the average of the other communities in the area.
What this would do is actually lower the Building Permit cost by approximately 5500 for a
Single Family Building Permit. It also lowers considerably the Building Permit charges for the
Commercial and Industrial zoning districts. However, the amount collected will be
approximately the same due to the fact that we are collecting it from the developer at final plat.
One major advantage to collecting the fees up-front from the developer is that the City will
have in-hand, front end funding for the trunk costs for Storm Water Facilities in a project area.
When the Surface Water Management Plan is complete, these Trunk Area Charges may be
requested to be modified. However, that may take up to six months prior to approvaf by all
involved agencies.
RECOMMENDED ACTION: Discussion item only with direction to Staff.

Eastbridge PUD Single Family and Multiple Family. These fees shall not be charged to all areas on

treatment plan or plant and which an NPDES Permit is in place.
